Sullins, Director Division of Water Quality January 23, 2008 CERTIFIED MAIL: RETURN RECEIPT REQUESTED Mr. Robert Luddy 120 Weathers Street, Suite F Youngsville, NC 27596 Subject Property: Thales Academy REQUEST FOR MORE INFORMATION Dear Mr. Luddy: DWQ EXP No. 03-0084v2 Wake County On January 22, 2008, the Express Review Program of the Division of Water Quality (DWQ) received your application for the above referenced project. The DWQ has determined that your application will require additional information. Please provide the following information so that we may continue to review your project and prevent denial of your application as required by 1 SA NCAC 2H .0506: Additional Information Requested 1. Diffuse Flow Provisions: a. Per DWQ requirements, all stormwater runoff from the first inch of rainfall from the entire project site shall be detained, treated and released within 2-5 days and at a rate such that it will be diffused across the riparian buffer. From the breakdown of drainage areas on the sheet with the CPS letterhead (page 1 of 1), it appears that runoff from subarea lA is bypassing the detention device. Please explain why this portion is not being treated. It may be helpful to delineate the drainage areas lA and 1B to clarify. b. Please provide calculations to show how the runoff from the first inch of rainfall shall be released from the detention device within 2-5 days. It may be necessary to just cap the 6.0 in outflow pipe and drill a hole, having a smaller orifice of appropriate size, that will release the flow at a much slower rate. 2. Riparian Buffer Impacts: a. Please provide an impact map showing the Zone 1 and Zone 2 impacts in detail. The table on the plans (C7.02) differs.from the table on the PCN form. Please ensure that the correct riparian buffer impacts are shown on both the PCN form and the plan sheets. b. The Maintenance plan shown on plan sheet C4.01, item 4, allows for reseeding and fertilizing as necessary. Please revise the statement to allow only aone-time fertilization (for establishment purposes) in the vicinity of the level spreader or adjacent to the riparian buffer. Please respond within five (5) days of the date of this letter by sending two (2) copies of the above information in writing. The Express Review Program is a process that requires all parties to participate in a timely manner. 401 Oversight I Express Review Permitting Unit 1650 Mail Service Center, Raleigh, North Carolina 27699-1650 2321 Crabtree Boulevard, Suite 250, Raleigh, North Carolina 27604 Phone: 919-733-17861 FAX 919-733-6893 l Internet: httg://h2o.enr. state. nc. us/ncwetlands Noe Carolina JVatura!!y An Equal OpportunitylAffirmative Action Employer- 50% Recycled110% Post Consumer Paper Thaler Academy Page 2 of 2 January 23, 2008 This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers.
