The Project Development and Environmenial Analysis Unit has started the project
development, environmental and engineering siudies for the subject project. The project is
included in the NCDOT 2016 — 2025 State Transportation Improvement Program (STIP) and is
scheduled for right of way to begin in fiscal year 2021 and construction to begin in frscal year
2023. An External Scoping Meeting has been scheduled on March 16, 2016 and will be held in
the Structure Design Conference Room CCA at the NCDOT Century Center (1000 Birch Ridge
Drive) in Raleigh.
The general purpose of this meeting is to begin early coordination with our agency
partners by discussing the known informarion about the project and project area. There are
Project Data Sheets, mapping, and other materials for this meeting in the project file located on
Project Store and the PDEA Merger website. Please review this material and be prepared to
discuss any additional known information regarding your resource and/or area of expertise as it
may concern the project. We would especially appreciate any inforination you might have that
would be helpful in identifying and evaluating important issues or topic that should be
considered.

• Railroad Involvement:
A rail line crosses NC 73 west of the Catawba River at crossing #631 317J to serve the
McGuire Nuclear Plant. A spur also bridges the Catawba River to the north of Bridge
No. 50.
Long Range Plan History:
The R-2706 Feasibility Study (completed in 1997) proposed a combination of four-lane
divided and five-lane typical sections within the current project area. R-2706 was not
funded.
The NC 73 Transportation/ Land Use Corridor Plan, completed in 2004 by NCDOT and the
Centralina Council of Governments, proposes combinations of four-lane and six-lane divided
typical sections within the subject project area. This plan covers a 35-mile corridor within
Lincoln, Mecklenburg, and Cabarrus Counties.
The 2004 Mecklenburg-Union Metropolitan Planning Organization Thoroughfare Plan
(adopted November 2004) proposes new roadways and other improvements in Mecklenburg
and Union Counties. It was amended in November 2011 to include a NC 73/ future Vance
Road realignment.
The Beatties Ford Road Corridor Small Area Plan (adopted September 2007) proposes new
roadways to enhance the existing network in the vicinity of Beatties Ford Road (SR 2128). It
proposes a future multi-lane Vance Road that realigns and extends the existing Gilead Road
(SR 2136) to NC 73.

The Northwest Huntersville Transportation Study (approved November 2011) began as an
effort to reconcile transportation recommendations contained in the Beatties Ford Road
Small Area Plan and the Mecklenburg-Union Thoroughfare Plan. The locally endorsed
alternative includes a realignment of NC 73 from the McGuire Nuclear Station east to
Beatties Ford Road (SR 2128). The realignment travels south of the existing alignment.
The typical section is six-lane divided.
GCLMPO's 2040 Metropolitan Transportation Plan (adopted March 2014) shows the NC 73
corridor as severely congested. It recommends a four-lane typical section from NC 16
Business to the Lincoln/ Mecklenburg County Line.
CRTPO's 2040 Metropolitan Transportation Plan (adopted April 2014), recommends a four
or six-lane divided typical section from the Lincoln County Line to Vance Road Extension, a
four-lane divided typical section from Beatties Ford Road (SR 2128) to West Catawba
Avenue (SR 5544), and a six-lane divided typical section from West Catawba Avenue
(SR 5544) to Northcross Avenue (SR 2316).
CRTPO's draft Comprehensive Transportation (CTP), dated May 2015, designates existing
NC 73 as a boulevard in need of improvement. It also recommends realigning NC 73 from
the McGuire Nuclear Station east to Beatties Ford Road (SR 2128). NC 73 is one of only a
few routes that cross the Catawba River in the vicinity of Lake Norman.
NCDOT's Congestion Management Section reviewed traffic operations along the NC 73
Corridor from NC 27 in Lincoln County to Poplar Tent Road (SR 1394) in Mecklenburg
County. The purpose of the NC 73 Corridor Study (May and August 2014) was to identify
deficiencies along the corridor and recommend interim improvements for a design year of
2021 in the absence of any TIP project improvements. See Table 1 and Figure 3 for a
summary of the Levels of Service (LOS) along the project corridor.

Initial Scopinq Comments:
See the attached summary from the January 2016 Internal Scoping Meeting describing initial
scoping comments from the project team. Key comments are summarized as follows.
Traffic Conqestion
The NC 16/ NC 73 interchange is problematic and requires additional lanes. Identifying how
to increase capacity is difFicult as the area is constrained by the businesses that exist along
this section of the corridor. Other intersections that are in need of improvement include (See
Figure 3): Hagers Ferry Road (SR 2182), Beatties Ford Road (SR 2128), West Catawba
Avenue (SR 5544), Birkdale Commons Parkway, and Northcross Avenue (SR 2316).
Bicvcle and Pedestrian Facilities
NCDOT Bicycle and Pedestrian Division recommended bike lanes and sidewalks along the
entire length of the corridor, including on both sides of the Catawba River bridge crossing.
The NC 73 corridor is part of the proposed Lake Norman Regional Bike Route and has been
identified as a future section of the Carolina Thread Trail. NC 73 west of Beatties Ford Road
(SR 2128) currently comprises a section of NCDOT's NC 6— Piedmont Spur bicycle route.
Utilities
Duke Energy operates the McGuire Nuclear Plant that is located on the north side of NC 73
east of Bridge No. 50 over the Catawba River (See Figures 1, 2, and 4). Duke Energy's
property occupies area on both the north and south sides of the roadway. There are two
ponds adjacent to the roadway on the north side of NC 73 that are used for retention and
emergency purposes.
Large transmission corridors cross NC 73 to the west and east of the Catawba River. There
are two transmission towers positioned on the north and south side of the roadway
approximately 0.3-mile west of Bridge No. 50 over the Catawba River. These towers are
located between 70 and 110 feet from the existing edge of pavement.
Rail Crossinqs
Crossing # 631 317J is located approximately 800 feet west of Bridge No. 50 over the
Catawba River (See Figures 4 and 5.1). This crossing has cross bucks and is supplemented
by yield signage. There is also a gate along the rail line approximately 100 feet to the south
of the roadway. This particular crossing serves Cowans Ford Dam and the McGuire Nuclear
Plant.

Structures
A rehabilitation project on Bridge No. 50 over the Catawba River was recently completed.
The power transmission lines to the west of the bridge pose a concern due to their proximity
to the roadway. The power transmission towers and railroad bridge will influence whether
the existing bridge can be maintained.
There are several options for the proposed bridge over the Catawba River. It could be
replaced with two parallel structures. If a four-lane typical section is considered, additional
studies can be conducted to determine if it may be possible to widen the bridge without
replacement. However, if a wider typical section is considered, the existing bridge should be
replaced. If the existing bridge remains, restorative and rehabilitative efforts will need to be
made in the near future.
Water Resources
There are several water bodies along the project corridor requiring major drainage structures,
all of which will require FEMA study and permits. These water bodies include the Catawba
River, McDowell Creek, and Caldwell Station Creek (see Figures 3 and 4).
The main stem of the Catawba River and Lake Norman have buffer rules in place that
require compliance.

Purpose and Need Data:
Draft Proiect Need:
NC 73 extends from NC 27 east of Lincolnton to US 15/ US 501 north of Pinehurst in Lincoln,
Mecklenburg, Cabarrus, Stanly, Montgomery, Richmond, and Moore Counties. In the
Moving Ahead for Progress in the 21St Century Act (MAP-21) of 2012, the US Congress
added NC 73 from the McGuire Nuclear Station east to NC 29/ NC 601 to the National
Highway System (NHS). MAP-21 added those roads that were at the time functionally
classified as principal arterials to the NHS. Roads identified on the NHS are recognized as
being important to the nation's economy, defense, and mobility. This segment of NC 73 is
also the only crossing of the Catawba River between NC 150 and NC 16. NC 73 in the
project area experiences traffic congestion, serves as a strategic regional highway, and is an
evacuation route for the McGuire Nuclear Station.
Draft Project Purpose:
The purpose of the proposed project is to improve mobility and increase the roadway
carrying capacity of NC 73 in the project area to support regional transportation needs.

NC 73 Corridor Traffic Study
(May 2014/ August 2015)
NCDOT's Congestion Management Section (CMS) participated in a NC 73 Council of
Planning Study to analyze traffic operations along sections of the NC 73 corridor for a design
year of 2021. The NC 73 Corridor Study (Segment 1), dated May 2014, reviewed the
corridor from NC 27 west of the proposed project near Lincolnton to Club Drive (SR 1395)
just west of the Lincoln County/ Mecklenburg County line. The NC 73 Corridor Study
(Segment 2 and Segment 3), dated August 2015, reviewed the corridor across all of
Mecklenburg County. The purpose of the analysis was to evaluate future traffic operations
and provide geometric recommendations as interim improvements in the absence of any new
developments or TIP project improvements. The traffic volumes for the study were
developed using available traffic impact analysis (TIA) report data and available counts. In
Lincoln County, an assumed 2% annual growth rate was used for the Pilot Knob Road
(SR 1394) and Club Drive (SR 1393) intersections to develop traffic volumes. In
Mecklenburg County, a 1.5% annual growth rate was used for the entire corridor. Capacity
analysis was based on design year (2021) AM/ PM peak hours using Synchro/ SimTraffic,
Version 7.
If no improvements are made, the following signalized intersections are anticipated to
operate at an overall unacceptable level of service (LOS E or F) during the design year
(2021): NC 16 Northbound Ramps, NC 16 Business, Beatties Ford Road (SR 2128),
West Catawba Avenue (SR 5544), and Northcross Avenue (SR 2316).
Other intersections are expected to have one or more movements that operate at LOS E or F
and have extensive vehicle queuing lengths. These include NC 16 Southbound Ramps,
Wal-Mart Drive West, Wal-Mart Drive East, SR 1394 (Pilot Knob Road), SR 1393 (Club
Drive), McGuire Nuclear Station Road, Hagers Ferry Road (SR 2182), Kenton Drive, and
Birkdale Commons Parkway. These results are shown in Table 1.
Figure 3 shows the locations of signalized intersections and their LOS.

• Introduction
Mr. Wilson Stroud (NCDOT PDEA Unit) welcomed everyone and stated the purpose of the meeting is to
bring together internal NCDOT groups to discuss issues, concerns, and ideas for the three projects along
NC 73 in Lincoln and Mecklenburg Counties. He then opened the floor for introductions before asking Mr.
Mark Reep (HDR � ICA) to present project information. Mark provided an overview of the agenda and
proceeded to describe the project history.
• Project History, Need & Purpose
Mark noted that projects R-5710, R-5721, and U-5765 have been added to the State Transportation
Improvement Program (STIP). These projects were first studied in the NC 73 Transportation/ Land Use
Corridor Plan in 2004. The NC 73 Council of Planning, which is a multi-jurisdictional body tasked with
monitoring and managing the NC 73 corridor, meets periodically each year to discuss updates and issues.
It was mentioned that NCDOT's Congestion Management Section has analyzed traffic operations along the
corridor and has proposed lower cost improvements that could serve in the interim until NC 73 is widened.
Wilson stated that although there are three STIP project numbers for these projects, they will be combined
into one environmental document. Information in the project store on the NCDOT server will be located
under project number R-5721. He also recommended referencing this set of projects by project number
R-5721 to simplify correspondence and coordination.
As a point of interest, Mark explained that the study area for R-5710 had been extended west from NC 16
Business to NC 16 to account for needed lane improvements, based on coordination with Division 12 last
fall.
Mark highlighted the environmental features that exist along the corridor and noted the major constraints.
The major constraints are primarily located in the middle portion of the project area and include power
transmission towers, Bridge No. 50 over the Catawba River and the parallel railroad bridge, Duke Energy
property, and the access to the McGuire Nuclear Station.
In progressing through the description of the project corridor, Mark also noted that intersection
improvements will likely be needed at West Catawba Avenue (SR 5544). In this vicinity, the SPOT
description proposes a six-lane typical section from West Catawba Avenue to Northcross Avenue (SR
2316). It was noted that the intersection of NC 73 and West Catawba Avenue is a four-leg intersection and
the study area should also include a stub/ bulb to the south. There are commercial/ retail businesses
located in the southwest and southeast quadrants of this intersection.
• Known Constraints of Project Area
Mark highlighted the known constraints within the project area. These major constraints are listed below:
- Streams/ Rivers: Johnson Creek, Catawba River, Lake Norman, McDowell Creek
- NC Wildlife Waterfowl Refuge
- General Davidson Memorial
- Cowans Ford Dam Overlook
- Power transmission towers
- Railroad bridge paralleling Bridge No. 50 over Catawba River
- McGuire Nuclear Plant and Duke Energy facilities
- Blythe Landing Community Park
- Residential developments within the Town of Huntersville

• Individual Units Report
Mark asked for the individual units to discuss any issues or concerns they might have.
Division 10
Staff from Division 10 pointed out the importance of coordinating with Huntersville and Duke Energy.
Division 10 mentioned that heavy equipment is taken into the nuclear plant which would have implications
should a grade separation of McGuire Nuclear Station Road and NC 73 be considered. It was stated that
project R-5710 should be looped into project R-5721 from the Divisions' standpoint.
Wilson stated that at one point an employee parking area was being considered in the southeast quadrant
of NC 73 and McGuire Nuclear Station Road. He asked whether plans to build this area were still being
considered. Division 10 said that it was uncertain whether that plan was going to come to fruition, but Duke
Energy's maintenance crews currently utilize areas to the south of NC 73 when overflow parking is needed.
Division 12
Division 12 said that the NC 16/NC 73 interchange area is problematic and requires additional lanes.
Identifying how to increase capacity is difficult as the area is tight and constrained by the businesses that
exist along this section of the corridor.
Division 12 recently completed a rehabilitation project on Bridge No. 50 over the Catawba River. The
power transmission lines pose a concern due to their proximity to the roadway. Additionally, the power
transmission towers and railroad bridge will influence whether the existing bridge can be maintained.
These features will require significant coordination and planning when developing alternatives.
FHWA
It was noted that FHWA will not be involved in these projects because the projects are funded through state
trust funds and thus the project will require a State Environmental Policy Act document.
Transportation Planning Branch (TPB�
The TPB indicated that Bill Coxe from the Town of Huntersville provided the locally endorsed alternative
from the Northwest Huntersville Transportation Study that shows a realignment of NC 73 from the McGuire
Nuclear Station to east of Beatties Ford Road (SR 2128). This realignment is included on the draft
Comprehensive Transportation Plan (CTP). TPB wanted to ensure that coordination with the Town of
Huntersville occurs and that this locally endorsed alternative is considered. The other road connections
shown on the map will not be considered as part of this project, but the Town of Huntersville will be
considering them in a separate study. TBP also indicated that part of this segment of NC 73 is followed by
NC 6 Bicycle Route and that bicycle facilities should be incorporated.
Program Development
Program Development confirmed that right of way for all three projects is scheduled for 2021 and
construction is scheduled for 2023.
Wilson asked whether a Feasibility Study has been completed for the NC 73 corridor. It was stated that a
portion of the corridor was included in a prior Feasibility Study under a different TIP number. That previous
TIP number was R-2706, and the Feasibility Study was completed in 1997. That Feasibility Study can be

Roadway Desiqn
Roadway Design recommends a divided facility throughout the corridor. In sections where the posted
speed limit is 55 mph or within rural areas a 46-foot median is recommended. Where the posted speed
limit is 45 mph a minimum 23-foot median is recommended. The median should account for the railroad
line that crosses NC 73 to the west of the Catawba River.
A grade separation at the entrance to the McGuire Nuclear Plant should not be considered unless the cost
of construction and maintenance is borne by Duke Energy. The traffic volumes along NC 73 in this vicinity
do not warrant a grade separation and a grade separated roadway over NC 73 would not be used by the
general public.
The western access to Duke Energy will be maintained as requested.
Structures Manaqement Unit
Structures Management staff noted several possible options for the proposed bridge over the Catawba
River. Bridge No. 50 was built in the 1960's and is narrow. It could be replaced with two parallel
structures. If a four-lane typical section is considered, additional studies can be conducted to determine if it
may be possible to widen the bridge to provide standard-width shoulders and pedestrian and bike
accommodations without replacement. If the existing bridge remains, restorative and rehabilitative efforts
will need to be made in the near future.
Hvdraulics Unit
The Hydraulics Unit noted several water bodies along the project corridor requiring major drainage
structures, all of which will require FEMA study and permits. These water bodies include:
• R-5721 — Catawba River, Tributary 6
• U-5765 — McDowell Creek, Caldwell Station Creek
Hazardous spill basins should be utilized due to the amount of truck traffic along the corridor. Designs
should also incorporate Stormwater Best Management Practices.
GeoEnvironmental/ Geotechnical
A total of six gas station were noted along the project corridor; two in each project. A landfill owned by
Duke Energy showed up in the database searches with permit number 60-04. However, information
indicating its location and other important details were absent. Mark stated that HDR � ICA will coordinate
with Duke Energy regarding this landfill.
Given that there are undeveloped areas in the vicinity of the project study area, it is possible that an
unregulated landfill could exist that would impact the project. However, since permits do not exist, its
presence would not be discovered until later in the project development process.
Bicycle and Pedestrian
Ms. Kendra Bridges indicated that the NC 73 corridor and its connections are important from a bicycle and
pedestrian perspective. The NC 73 corridor is part of the Lake Norman Regional Bike Route. NC 73 west

of Beatties Ford Road is also part of the designated NC 6— Piedmont Spur bicycle route. The lack of
facilities on Bridge No. 50 poses an impediment to these routes. There are also other regional bicycle
routes in the area, and the McDowell Creek Greenway exists on the eastern side of the project corridor
near Lindholm Drive.
The Bicycle and Pedestrian Division recommends bike lanes and sidewalks along the entire length of the
corridor, including on both sides of the Catawba River bridge crossing. Kendra mentioned that GIS data of
existing and planned routes can be accessed on the NCDOT Connect website by searching `Pedestrian
and Bicycle Infrastructure Network.'
Rail Division
The Rail Division brought up the point that vehicles, including school buses, are required to stop at the
railroad line to the west of the Catawba River. These stops can be an issue with posted speed limits at 45
or 55 mph. One possible way to limit the requirement for certain vehicles to stop at the crossing would be
to gate the railroad on both sides of the roadway. It was mentioned that Duke Energy utilizes this rail line a
couple times of year when heavy equipment is needed to perform maintenance at the nuclear plant.
During these times, traffic control from local law enforcement is present to facilitate smooth operations.
Recommendations from the Rail Division at the crossing included signalization, a four-quad gate system,
cantilevers, concrete tub, and concrete sub basin. The concrete should be wide enough to include bicycle
and pedestrian facilities.
Gaston-Cleveland-Lincoln MPO staff stated that the railroad that runs parallel to Bridge No. 50 over the
Catawba River is owned by Duke Energy. There is an existing 65-foot horizontal distance between the
centerline of the railroad bridge and the centerline of NC 73 on Bridge No. 50. It was uncertain whether the
railroad has its own right of way or is part of Duke Energy's private property.
Human Environment Section
It was mentioned that the Community Characteristics Report (CCR) would be completed by the External
Scoping Meeting in March. When completed, the CCR would provide insight on how to best conduct public
involvement efforts. Diane Wilson, of the Public Involvement Group, noted that approximately 10 to 11
percent of the project area population is English-language challenged, and this will need to be considered
when preparing for public outreach. The vicinity of the project area is covered by iHeart media which will
help in advertising meetings. At public meetings, information about other nearby projects will be made
available.
Natural Environment Section
Landowner letters have been sent out to inform property owners of upcoming Natural Resource surveys.
Three Oaks Engineering will begin the Natural Resource studies by the beginning of February.
The main stem of the Catawba River and Lake Norman have buffer rules in place that require compliance.
Congestion Management
Congestion Management indicated that they have worked with the NC 73 Council of Planning since 2009.
They have recommended lower cost improvements that could serve in the interim, but there are several
problem areas that need to be addressed.

The area encompassing NC 16 and NC 16 Business is experiencing capacity issues. Development near
Pilot Knob Road (SR 1394) has increased traffic, and improvements are needed to accommodate growth of
development and corresponding traffic. Other intersections that need improvement include Hagers Ferry
Road, Beatties Ford Road (SR 2128), West Catawba Avenue (SR 5544), Birkdale Commons Parkway, and
Northcross Avenue (SR 2316). Capacity and traffic concerns were emphasized near Birkdale Commons
Parkway. Congestion Management would like to see signal phases reduced at as many intersections as
possible and explore concepts such as the superstreet along the corridor to improve safety and efficiency.
Gaston-Cleveland-Lincoln MPO
The MPO recommends bike lanes along the corridor to increase safety for bicyclists and promote the major
bicycle routes along the corridor. They also recommend pedestrian crossings at major intersections.
Work Zone/ Traffic Control
Work Zone/ Traffic Control stated that ideally the existing structure over the Catawba River would remain
during construction for traffic maintenance.
Photoqrammetry
Photogrammetric data has been requested for the entire study area. Location & Surveys is also obtaining
data near the NC 16 interchange.
PDEA
Wilson suggested reducing the study area in the vicinity of the McGuire Nuclear Station to constrain
alternatives as close to the existing alignment as possible. This revised study area will be used during the
External Scoping Meeting.
• Potential Typical Sections, Alternatives & Environmental Study Area
Mark described potential typical sections along the study area. Several points pertaining to each particular
project are listed below.

- Widen to multi-lanes, four-lane divided
- Incorporate additional turn lanes near commercial/ retail areas at the discretion of Congestion
Management
R-5721
- Alignment or realignment should stay as close to the existing bridge over the Catawba River as possible
- Any realignment near the McGuire Nuclear Station should be to the south of the existing alignment
- Duke Energy's access road that parallels NC 73 on the south side may need to be replaced
- Alternatives will consider a potential realignment of NC 73 that is included in the draft CTP
- The two large power transmission towers need to be avoided
- Narrow the study area near Duke Energy Property
