PROJECT SUMMARY: As it stands there are 25 existing slips on this property and an existing dock. The applicant is proposing to remove 12 of the existing slips and the existing pier, which would then be relocated west of the existing pier area. They are proposing to keep the existing mooring buoys in their original location, construct a new 6'x500' pier, 24'x24' platform, 8'x48' finger pier, two mooring buoys, one jet ski lift and 9 sunfish lifts which would total the origina125 slips. 9. IV'arrative Description: The Camp Albemarle project is located at 156 Albemarle Drive in Morehead City, Carteret County. The site is found by turning south off of Highway 24 East onto Albemarle Drive. The site lies on the northern side of Bogue Sound in this area. The subject property is 29.85 acres in its entirety and averages 6.06' in elevation above NHW. Currently on the high ground portion of the site are seven cabins, bathhouse, dining hall, lodge, pool, 2single-family homes, basketball court and office. This is used as a camp retreat for kids. Extending off the high ground there is an existing bulkhead, which defines the NHW contour, an existing pier and platform. The existing pier, platform and lifts are being proposed for removal. The high ground portion of the track is vegetated mostly with Live Oak (Quercus vir ing iana). There are significant SAV resources throughout this area of Bogue Sound. During the site visit there were SAV's located in the proposed new pier area. However, the plat dated 11/2/2007 gives an accurate location of observed SAV beds and the proposed location of the lifts would be located outside of the SAV bed areas. The shoreline has a total length along the NHW line of 1120 ft. There are single-family homes located to the east of the proposed project with private docks. The Division of Water Quality classifies this area as SA, ORW waters. This area is not a Primary Nursery Area. This portion of Bogue Sound is not closed to the taking of shellfish. Morehead City's Land Use Plan dated 1999 classifies this area as Limited Transition/Conservation within the AEC's. Substrate composition is mostly sand. There are no shellfish leases within 2 nautical miles of this area. 10. Proiect Description: In order to obtain deeper water and to keep out of existing SAV beds the applicant is proposing a 6'x500' pier with a 24'x24' platform, 8'x48' finger pier, two mooring buoys. There is one boatlift for a jet ski located at 512' from the existing bulkhead and nine boatlifts for sunfish starting at 405' from existing bulkhead are also being proposed. Water depths around the proposed lift areas range from -1.5'-2.0' at NLW, however in order to maintain and protect the SAV beds which end at 390' from the existing bulkhead the applicant is proposing the lifts to start at 405' from the existing bulkhead. Bogue Sound is approximately 1 mile wide in this area and the dock would extend a total of 572' into the water body from the existing bulkhead. The two replaced mooring buoys will be located at 550' from the existing bulkhead with the first located 60' west of the proposed pier and the second at 110'. They are proposing afifty-foot radius for two 19' flying scots at an average depth of -2.3 ft at NLW. Camp Albemarle Page 03 Substrate composition is mostly sand. Riparian lines are drawn 90° from the channel and appear to coincide with aerial photography showing the channel configuration. The dock would be located several hundred feet from the 80' AIWW channel setback. 11. Anticipated Impacts: The proposed installation of the new boatlift, mooring buoys and pilings would result in temporary turbidity. The docking facility would incorporate 4470 ft2 of open water and shade 4470 ft2 of open water. There should be no hazard to navigation resulting from this project, as the proposed dock would be located several hundred feet from the existing channel. No coastal marsh would be filled or excavated during this project. There is not a potential to impact SAV's with docking ingress and egress with the new mooring buoys and lifts as long as they are located as shown on plan view dated 11/2/07. Ross Jr., Secretary SUBJECT: COMMENTS & RECOMMENDATIONS - CAMA MAJOR PERMIT- CAMP ALBEMARLE, 156 ALBEMARLE DRIVE NEWPORT DATE: 1 /14/08 The following are my comments and recommendations regarding the aforementioned proposal. The proposal is to construct a 6'X500'pier, a 24'x24' platform, an 8'x48' finger pier extending into bogue sound, 2 mooring buoys and 10 boatlifts. The original docking facility had 25 existing slips; 13 existing mooring buoys and 12 Lifts. The applicants have proposed to remove the existing dock and 12 of the exiting slips to be relocated west of this original area. The 13 existing mooring buoys would remain in the same location. There would be a total of 960ft2 of platform space for the entire docking facility on a shoreline of 1120 feet. In accordance with 15A NCAC OOH 0208(b)(6)(D), this square footage is allowable on the 1120' shoreline. The dock would extend a total of 572' into the 1-mile plus water body. Numerous field visits and location of the proposed dock indicate that SAWS would not be disturbed if all lifts are located as shown on plan view dated 11/02/07. There should be no hazard to navigation as the proposed dock would be located several hundred feet from the established channel. Only six inches of water depth is gained from 400' to 500', however in order to protect the existing SAV beds a pier would need to extend past 400'. In accordance with 15A NCAC 07H 0208(b)(6)(K) piers longer than 400 feet shall be permitted only if the proposed length gives access to deeper water at a rate of one foot per 100 foot increment of pier length longer than 400 feet, or if additional length is necessary to span some obstruction to navigation. Therefore, I recommend the project be authorized as proposed, contingent upon the following conditions: 1. This permit authorizes only the docks, piers, and other structures and uses located in or over the water that are expressly and specifically set forth in the permit application. No other structure, whether floating or stationary, may become a permanent part of this docking facility without permit modification. No non-water dependent uses of structures may be conducted on; in or over public trust waters without permit modification. 2. No attempt will be made by the permitted to prevent the full and free use by the public of all navigable waters at or adjacent to the authorized work. 4. The authorized structure and associated activity must not cause an unacceptable interference with navigation. 5. The permittee will maintain the authorized work in good condition and in conformance with the terms and conditions of this permit. The permittee is not relieved of this requirement if he abandons the permitted activity without having it transferred to a third party. 6. This permit authorizes a maximum of 12 new boat slips. The restriction of the number of vessels shall apply to all marine vessel types, including but not limited to motorboats, sailing vessels and personal watercraft. 7. This permit does not authorize the excavation or filling of any vegetated wetlands or open water areas. 8. Any piles driven through SAV's shall be started with posthole diggers through the root mat. 9. This permit authorizes a maximum of 25 total boat slips.
