The Carolina Canoe Club has been an active Stakeholder in the abolve reference Project since 2_00'. DUrino that
time we have served on txvo regional Stakeholder groups. one State group and several subcommittees related to
recreation. Since the siiininc, of the Comprehensive Licensing Agreement. we have served on the Final

AGreement Committee. An enormous amount of time and I-CSOUrces has been required of our organization. the
licensee and all, of the other stakeholders to develop such a thoroughcollaborative settlement a(Ureement.

With our extensive involvement. vv, e have been able to appreciate the magnitude of the Project — its extensi,\I-e
cyeographical w -ea. the number of lakes and river sections. the number of hvdro generating units. the millions of'
dollars already spent and the millions committed in future. plus the impact on the citizens of North and South
Carolina. We were very surprised to read that FERUsjusti-fication for the 40 -year license was that this
represented a 4011noderate" Pr(ject. Furthermore. FERC pro -vides verb little substantive detail as to hog.\- this
deter nination was reached.
We believe that FERC has not taken into acCOUIIt the full extent of this Project and should reassess their
decision and modify- the length license to DO years. We believe the current Comprehensive Licensing
