RE: Duke Energy's Request for Rehearing of Order Issuing New License,
Catawba-Wateree Hydroelectric Project, FERC Project 2232-522
Dear Secretary Bose,
The Lugoff-Elgin Water Authority is a Special Purpose District formed in 1964. We provide high
quality drinking water to a growing customer base (currently 8,300 customers) in Kershaw,
Fairfield and Richland Counties in South Carolina. Our raw water supply is Lake Wateree, the
most downstream reservoir in Duke Energy's Catawba-Wateree Hydroelectric Project (Hydro
Project). We, therefore have a direct and important interest in the continued responsible, long-
term management of the Hydro Project.
The Lugoff-Elgin Water Authority is a member of the broad spectrum of entities which have
come together as a result of the Duke Energy Hydro Project Relicensing Process. For several
years, we've met as a group and discussed the myriad of relevant concerns throughout the
Catawba-Wateree River Basin. Through the provisions of the Comprehensive Relicensing
Agreement, we had everything all worked out and agreed to. We were content and proud to
be a willing party to Duke Energy's 50 year license request.
FERC, however, issued a license approval for only a 40 year period and included obligations that
were only intended for a 50 year license.
As a party to the Comprehensive Relicensing Agreement and the collaborative process we all
went through, the Lugoff-Elgin Water Authority is writing to express support for Duke Energy's
request for a rehearing.
For the good of all parties throughout this portion of North and South Carolina, please
reconsider the term of the license and grant it for 50 years instead of the current 40 year time
span.
