On February 29, 2016, Comprehensive Relicensing Agreement (CRA) Parties reviewed five proposed CRA modifications,
including draft language for each. These modifications, incorporating background information and comments received
on them since February 29, are explained in detail in the attached document titled Draft C-W CRA modifications March
31 2016.
The steps to modify the CRA are presented in the attachment. This email completes Step 1. The next step is for all
Designated Representatives to coordinate review of the attached draft CRA Modifications within your organization as
necessary and to return comments to Duke Energy (Mark Oakley) by Monday May 2, 2016. Thanks in advance for your
attention.
This email serves another purpose. I am renewing Duke Energy’s request for all CRA Parties to send letters to the Federal
Energy Regulatory Commission (FERC) supporting Duke Energy’s request for a 50-year New License term. Four Parties
have sent support letters and Duke Energy expresses its sincere appreciation to them. These letters are outstanding in
that they describe support for a 50-year term effectively and from different Party perspectives; a resource agency, a
special interest group, a water supplier, and an individual. I have attached these four letters for your reference because I
believe they provide compelling stories and examples that will make it quicker and easier for every Party to prepare and
send its own letter of support. Remember, extending the license term to 50 years is one of the only ways we have to
maximize CRA benefits to all Parties. If I can help in any way, please contact me.
