PROJECT SUMMARY: The applicant proposes to reduce the size of an existing commercial building, expand the septic system and expand parking area within 1200' of the Small Surface Water Supply Watershed between Nags Head and Kill Devil Hills, Dare County. Village Realty Real Estate Management Facility Field Investigation Report Page 2 Project Setting The project site is located at 223 West Satterfield Landing Road (Lot 4A of the Charles L. Sineath Subdivision) off US 158 in the Town of Nags Head just south of the town limits of Kill Devil Hills. The project site has an area of 54,317 square feet, of which 52,707 square feet is within the 1200' Public Water Supply Area of Environmental Concern (AEC). Existing structures on site include a 16,836 sq. ft. commercial building, 14,611 square feet of concrete and pervious paver parking area with 12 spaces, and an on site septic system. Existing on the east and west sides of the project site are infiltration basins. Vegetation on the site consists mainly of landscape grasses and a few small pine trees. The site is bordered to the north and the east by vacant lots that are currently undeveloped. The lot to the south of the property has a metal commercial building with concrete. The property is bordered on the western side by an asphalt road and vacant lot adjacent to aself-storage facility. The property is approximately 12 feet above sea level. Development Proposal The applicant proposes to renovate the existing 16,836 square feet commercial building and reduce the square footage by 2,024 square feet. The applicant also proposes to construct an asphalt drive entryway to Turfstone parking areas along the east end of the property where the building will be reduced. The applicant also proposes the construction of an infiltration trench underneath the proposed additional 10 parking spaces. The applicant proposes a total of 10,450 square feet of pavered area on this site. This will increase the total amount of permeable surface on site by 2,420 square feet. The applicant proposes a total of 8,808 square feet of concrete and asphalt entryways on this site. This will result in an increase of impermeable area on site by 203 square feet. The applicant proposes to expand the existing on site septic system from 300 gallons to 475 gallons to accommodate additional office spaces and employees. Septic improvements will be limited to one single septic tank serving a single family residence not to exceed four bedrooms or its equivalent volume of sewage (480 gallons), on a lot or tract not less than 40,000 square feet. This expansion will require the installation of two wastewater trenches. The existing septic system and proposed improvements are located approximately 850' from the fresh pond. Stormwater is treated onsite in an approved and permitted infiltration basin. A modification to the existing Stormwater Permit (SW7000713) is being pursued forthe installation of an infiltration trench underneath the proposed Turfstone. A permit for the expansion of the existing septic system has been requested from the Dare County Health Department. Anticipated Impacts The project as proposed will result in the disturbance of approximately 17,429 square feet of uplands as a result of this project. The total amount of disturbance for the project site is 0.40 acres (17,429 square feet) which is less than half of the site. Approximately 3,500 square feet of disturbance will be associated with the installation of the Turfstone. The additional asphalt and concrete will result in the disturbance of 1,185 square feet of area. The proposed septic improvements will result in area of disturbance of 1,100 square feet. Approximately 11,644 square feet of additional disturbance will be associated with the proposed renovations and construction. The total impervious coverage for the site is currently 23,417 square feet (43%) of the lot coverage. A total of 23,620 square feet (45%) of impervious surface is proposed. The total pervious coverage for the site is 8,030 square feet (15%). As proposed 10,450 square feet (19%) of pervious surface is proposed within 1200' of the fresh pond. The site is approximately centered around latitude 35.21544°N and longitude 76.23584°W and is located within the 1,200 feet Fresh Pond AEC. Proposed Development Activities The applicants propose to reduce the size of the existing warehouse building from 16,836 sf to 14,812 sf and add an asphalt drive entryway to Turfstone parking areas along the east end of the property as indicated on the enclosed site plans. The renovation of the facility will include adding offices in addition to the remaining warehouse space. This change in use (addition of offices) requires the additional parking and septic improvements as per Town of Nags Head regulations. The proposed expansion of the wastewater system is required by the Town of Nags Head to accommodate the renovation of the existing warehouse to include office space for the employees of Village Realty. Please note, there are no waters of the State adjacent to this parcel. Therefore, there are no adjacent riparian waterfront property owners requiring notification. Stormwater Management A Division of Water Quality Stormwater Management Permit Modification of an existing permit (SW7000713) is being pursued for the proposed changes to the site. Proposed changes to the existing Stormwater management plan at the site includes the addition of an infiltration trench underneath the proposed Turfstone parking area. The existing Stormwater BMPs will remain as shown on the enclosed site plan. Water and Sewer The facility currently is connected to the Town of Nags Head water distribution system. The applicants propose to increase the capacity of the wastewater system within the existing wastewater footprint as shown on the attached site plan. The current wastewater system has a 300 gallon capacity and will be increased to 475 gallons to accommodate the proposed offices. The existing metal warehouse will be reduced in size from 16,836 sf to 14,812 sf. Additional necessary parking, septic improvements and stormwater management will be installed as shown on the attached site plans. All work will be performed by licensed contractors using conventional equipment at their discretion. All equipment used will be stored on site. d. List all development activities you propose. Installation of two additional wastewater trenches within the 1,200 feet Fresh Pond setback, increasing the wastewater treatment capabilities of the existing permitted system from 300 gallons to 475 gallons.
