MEMORANDUM FOR NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES, DIVISION OF WATER QUALITY ATTN: 401 OVERSIGHT/EXPRESS REVIEW PERMITS UNIT FROM: 43 CES/CC 560 Interceptor Road Pope AFB NC 23308-2314 SUBJECT: Submittal of Certificate of Completion, "Repair Manchester Road (BT-8) Spill Gates", Pope AFB, NC, DWQ Project No. 04-1995, Cumberland County 1. In accordance with the General Water Quality Certification Numbers 3366 and 3402 issued on 28 April 2005, we are submitting the Certificate of Completion for the subject project. 2. In an e-mail on 25 June 2007 from Mr. Ken Averitte from your office, he indicated that "...the 401 Certification, as issued by the Division of Water Quality, is extended to a period that will match the extension of the US Army Corps of Engineers (USAGE) 404 permits." Since the USAGE extended the completion date of this project until 18 March 2008 (based on the grandfather provisions of the Nationwide Permits), and, since the portions affected by the subject certifications were completed on 7 December 2007, this submission is consider timely. 3. This form may be returned to DWQ by the applicant, the applicant's authorized agent, or the project engineer. It is not necessary to send certificates from all of these.
