A North Carolina Division of Coastal Management (DCM) Fisheries Resource Specialist has reviewed the
subject PCN for proposed actions that impact fish and fish habitats. The project proposes to create a
new access drive to a lot in the Blounts Creek area. The access drive require a section of Noah's Branch,
a tributary to Blounts Creek, to be crossed and a 72" x 80' culvert is proposed to be used at this crossing.
In areas downstream of the project site Blounts Creek is designated as an Anadromous Fish Spawning
Area, AFSA, meaning the habitat has been deemed critical to the spawning migration of fish such as
alewife and herring. The critical spawning habitat includes the water itself and filling of the natural
stream corridor and placement of culverts can negatively affect downstream habitats; reducing culvert
length and associated fill can reduce these negative effects. Therefore, it is recommended that the
culvert length and fill be reduced to the extent practicable in order to reduce the potential for negative
impacts to fisheries habitats downstream.
