In reviewing the information I developed a few questions: 1) what is the purpose of the culvert extension? There doesn't appear to be any road widening or shoulder improvements proposed, so please specify why lengthening the culvert is necessary as part of the project. Also, adjacent development was mentioned in one of the attachments. If any non-DOT development is associated with this project, please disclose and specify. 2) Dave Wanucha is correct: unless there is transportation associated with the project then the project won't fit a NWP 14. If purpose and need of the culvert extension can be justified, than perhaps a NWP18 would work for the culvert extension. In this case I need to know the dimensions of the stream channel. It seems that 65 I.f. of channel will be fill for the pipe extension, but I need to know the width of the stream from Ordinary High Water Mark to Ordinary High Water Mark, and also the depth of the stream from Ordinary High Water Mark to the stream bed. This information would allow me to calculate the volume of fill proposed below the Ordinary High Water Mark; a NWP 18 allows a maximum of 25 cubic yards. The rip rap pad and bank stabilization can likely be permitted under NWP 13 for bank stabilization. Another possibility for authorizing the culvert extension is NWP 3, but you would have to show that the fill is a"Minor deviation in the structure's configuration or filled area, including those due to changes in materials, construction techniques, requirements of other regulatory agencies, or current construction codes or safety standards that are necessary to make the repair, rehabilitation, or replacement." Please submit the requested information (via e-mail is fine) within 30 days of receipt of this Notification, otherwise we may deny verification of the use of the Nationwide Permit or consider your application withdrawn and close the file.
