An elavuation of the property's National Register eligibility was conducted and in a letter dated April 13, 2015 NC HPO concurred with the finding that the Reitzel House and Farm (GF8819) is not eligible for National Register listing. No historic properties will be affected by this project. The archaeological Area of Potential Effects (APE) for the project is defined as a 600 foot (182.88 nz) long corridor running 300 feet (91.44 m) northwest and 300 feet southeast along Smithwood Road from the ends of Bridge No. 258. The corridor is approximately 1 SO feet (45. 72 m) wide extending 75 feet (22.86 m) on either side of the road from its present center. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Bridge No. 258 is located north of Liberty, south of Kimesville, and east Julian in the southeast corner of Guildford County, North Carolina. The project area is plotted in the southern half of the Kimesville USGS 7.5' topographic quadrangle (Figure 1). A map review and site file search was conducted at the Ofiice of State Archaeology (OSA) on September 5, 2014. No previously recorded archaeological sites have been identified within or adjacent to the APE or within a mile of bridge. According to the North Carolina State Historic Preservation Office online data base (HPOWEB 2014), there are no known historic architectural resources within the APE that may yield intact archaeological deposits. Topogaphic maps, USDA soil survey maps, aerial photographs (NC One Map), historic maps (North Carolina maps website), and Google Street View application were examined for information on environmental and cultural variables that may have contributed to prehistoric or historic settlement within the project limits and to assess the level of ground disturbance. Bridge No. 258 and Smithwood Road cross the South Prong of Stinking Quarter Creelc from the northwest to southeast. The creek drains to the north into Kimesville Lake and eventually to Stinking Quarter Creek. These waterways are part of the Cape Fear drainage basin. The APE resides along a floodplain with gentle slopes to the north and south (Figure 2). The area is predominately forested with a residential property to the southwest. Ground disturbance appears minimal within the floodplain, but soil erosion is severe along the slopes. The USDA soil survey map suggests that the APE encompasses two soil types (see Figure 2). The floodplain is composed of Chewacla sandy loam (Ch). This somewhat poorly drained soil is nearly level and subject to frequent floods. Due to persistent wetness, this series is unsuited for early settlement activities and unlikely to contain significant deposits. The slopes on either side of the floodplain are made up of Madison clay loam (McC2). It is unlikely intact and significant deposits will be encountered on this series due to soil erosion. A review of the site files shows that no archaeological sites have been identified in the surrounding area. This is due to lack of archaeological investigations in this section of the county. Further work is needed in order to better understand site placement in the region, but the current project will not provide useful data as it the location is unlikely to yield any significant cultural resource. Lastly, a historic map review was conducted. Most early maps from the 18th and 19th centuries provide only general details concerning the region illustrating just major roads and settlements. It is not until the early 20th century that maps are produced that show the project area with any accuracy. Nearly all of the early maps are similar to the 1920 Guildford County soil survey map (Figure 3). This map illustrates a road similar to Smithwood Road with a crossing over the creek at or near the current bridge. A structure is plotted in the southwest quadrant that corresponds with the current house on the residential property. Subsequent maps provide no further useful information. It is not expected archaeological deposits associated with former structures will be encountered within the APE. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The defined archaeological APE for the proposed replacement of Bridge No. 258 over the South Prong of Stinking Quarter Creek consists of floodplain and hillsides. It is unlikely intact and significant archaeological deposits will be encountered within the APE due to persistent wetness within the floodplain and severe soil erosion on the hillsides. Also, the historic maps suggest that no former historic structures and/or features are within the APE. As long as impacts to the subsurface occur within the defined APE, no further archaeological work is recommended for the replacement of Bridge No. 258 in Guilford Counry. If construction should affect subsurface areas beyond the de�ned APE, further archaeological consultation might be necessary.
