Proposed bridge maintenance repair at the bridge over Bear Swamp Creek
on SR 1237 (Beasley Road) in Franklin County. WBS No. 5B.203511.
The North Carolina Department of Transportation (NCDOT) proposes a repair at the bridge
on SR 1237 (Beasley Road) in Franklin County. This project will involve permanent stream
bank stabilization and channel change associated with restoring the west stream bank and
removing a sandbar to allow for stream to free ftow beneath the bridge and not undermine
the sub-structure. Temporary stream impacts will be necessary for dewatering. This
project is within the Tar-Pamlico River Basin and involves temporary buffer impacts for
access through the buffers. Application is hereby made for NCDENR-DWR Buffer
Authorization and Section 401 Water Qualiry Certification (WQC) for Maintenance and
Bank Stabilization. A pre-construction notification, construction plan sketch, project
mapping, and photographs are attached with this request. By copy of this letter we are
notifying the USACE of the intent to work under a non-reporting NWP 3 and NWP 13.

Neil and I went and looked at the Beasley Road (SR 1237) site. We didn't find any mussels. The stream is too
degraded and is not habitat for Dwarf wedgemussel and Tar River spinymussel. So the project will have no effect on
either species even with the in-water work.

The western stream bank has excessive scour exposing the abutment and wing walls, additionally the interior piles are at risk
due to re eat debris catchin beneath the brid e. Site is surrounded b wooded land and owerline easement.

The repair is necessary to protect the bridge sub-structure.
3e. Describe the overall project in detail, including the type of equipment to be used:
In order to protect the bridge sub-structure, the west stream bank must be restored. Any scoured portions of either stream
banks will be re-established using dirt back fll armored with rip rap over geotextile. Reclaiming the west stream bank will
require a channel change to position the stream in its original course. Any disturbance to east bank out from under the bridge
will be stabilized using coir fber matting. All activity will be done in the dry, by dewatering the work limits, and pumping around
of the creek flow. E ui ment will include an excavator, a backhoe, and dum trucks.
