Dear Mr. Harris:
On October 24, 2007, the Division of Water Quality (DWQ) received your CAMA application
dated October 4, 2007, to impact 3,352 square feet (ft2) of estuarine waters to construct the
proposed bulkhead and riprap groin. The DWQ has determined that your application was
incomplete and/or provided inaccurate information as discussed below. The DWQ will require
additional information in order to process your application to impact protected wetland, streams
and/or buffers on the subject property. Therefore, unless we receive the additional information
requested below, we will have to move toward denial of your application as required by 15A
NCAC 2H .0506 and 2B .0233(8) and will place this project on hold as incomplete until we
receive this additional information. Please provide the following information so that we may
continue to review your project.
Additional Information Requested:
1. This Office request a copy of the SAV (Submerged Aquatic Vegetation) study conducted
for the subject site with names and contact information of persons that conducted study,
area of study, and location of SAV beds.
2. This Office request that avoidance and minimization of bottom impacts to public trust
waters and SAV habitat be demonstrated in application.
3. It is requested that aerial photographs be provided to demonstrate the shoreline erosion rate
and justify the request to move bulkhead 15-25 feet water wards into sound.
4. Justification of 100-foot by 8-foot riprap groin. This Office request data for current velocity
at intervals near shore, 50-foot water wards, and 100-foot water wards, prevailing wind
data, wave amplitude data, and shore line erosion rate data. It is also requested that it is
demonstrated how proposed rock groin will affect neighboring shoreline properties.

Please contact the DWQ within three weeks of the date of this letter to verify that you have
received this letter and that you remain interested in continuing to pursue permitting of your
project and will be providing the DWQ the requested information at a later date. Please contact
me in writing with your response. If we do not hear from you within three weeks, we will
assume that you no longer want to pursue this project and we will consider the project as
withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands,
waters or protected buffers. Please be aware that any impacts requested within your application
are not authorized (at this time) by the DWQ. Please call Mr. Roberto Scheller at 252-948-3940
