Addendum
Sludge Management Plan
The City of Greensboro's Mitchell Water Treatment Plan is a conventional surface water
treatment facility permitted to treat(filter) 24 million gallons of water per day (MGD). The
water produced by the facility meets all applicable State and Federal standards. The current
average daily production at the facility is 14 MGD.
All filter backwash wastewater from the facility flows to a settling basin on the plant site. Filter
backwash flow is intermittent based on plant treatment rate and raw water quality conditions.
The wasterwater-settling basin allows for gravity settling of captured solids and is equipped with
four floating decanters, which removes fine solids prior to discharge. As filter backwash flows
through the settling basin, solids removed during the treatment process (consisting primarily of
Ferric Sulfate precipitate and the captured turbidity causing materials from the untreated raw
water) settle to the bottom of the basin leaving a clear supernatant which meets the NPDES
permit requirements.
Sludge solids generated from the treatment process are drawn off the settling basin bottom on a
daily basis and discharged directly to the City's North Buffalo/Metro system of wastewater
reclamation plants via sanitary sewer. At the wastewater reclamation plant, sludge solids from
the water plant are blended with other wastewater solids and then thickened, dewatered, and
incinerated.

following Delegation of Signatory Authority. The signatory delegations listed herein will be
effective immediately and will remain in effect until further notice. The Previous City of
Greensboro Signatory Delegation document►ras submitted in February 2007.

necessary, further delegated to the Water Resources Deputy Director and the Water Reclamation

be delegated to other City personnel. "

(North Buffalo POTW) and NPDES Permit NC0047384(T. Z. Osborne POTW)including but
not limited to: Pretreatment Annual Report, Headworks Analysis Submittal, Industrial Waste
Survey Submittal, Long Term Monitoring Plan Submittal, Significant Industrial User Permits,
Enforcement Response Plan Submittal,Notices of Violation/Other Enforcement Actions, is
hereby delegated to the Water Resources Director and further delegated to the Deputy Water
Resources Director, Water Reclamation Manager, Laboratory/Industrial Waste Section
Supervisor and Pretreatment Coordinator. Specific Enforcement Action signatory delegation
will be in accordance with the most current DWR approved Enforcement Response Plan on file.
Wastewater Laboratory Certification Signatory Authority
Signatory Authority for all Laboratory Certification documents for the T. Z. Osborne Wastewater
Laboratory (EPA Lab Ill #01090, NC WW Lab Certificate#65)is hereby delegated to the Water
Resources Director and further delegated to the Deputy Water Resources Director, Water
Reclamation Manager, Laboratory/Industrial Waste Section Supervisor,and Laboratory
Coordinator.
