ATTACHMENT A HIGH FLOW GUIDELINES 2/1/2016 RISING INFLUENT FLOW: PREVENTIVE ACTIONS o Additional screw pumps added in preparation for high flow or added as needed o Make sure Godwin Pump is on AUTO o In anticipation of a thunderstorm,#2 Generator may be started and switched to Emergency Power o EFF FLOW :>10 MGD-Run Aer. 1-5. WAS pump off. >12 MGD-Run Aer. 1-4 >14 MGD F.S. Aer.Basin level under center wall: Run Aer. 1,3, &4 Aer. Basin level over center wall: Run Aer. 3 &4 >16 MGD—Begin closing Basin Splitter Boxes keeping EFF flow at 16-17 MGD • If the flow is rising rapidly at A-Station and B-Station you can go directly to F.S. • Increase CL2 dosage as EFF flow rises. Try to maintain a.5 mg/1 residual while in F.S. RECEDING INFLUENT FLOW: RECOVERY o Remain in F.S.until all splitter boxes are opened 55 rounds o When EFF flow drops to 14 MGD, start opening splitter boxes. Try not to exceed 16-17 MGD EFF flow. o After splitter boxes are opened 55 rounds,begin placing Aerators back in rotation. o EFF FLOW: <14 MGD—Aer. 1-4 ON <12 MGD—Aer. 1-5 ON <10 MGD—Regular rotation • Adjust CL2 dosage as EFF flow declines • Monitor clarifiers for high sludge blankets, if greater than 7 Ft.,try increasing RAS and/or take#6 Aer.temporarily out of rotation before opening Draw-off valves. *This is a guide,all high flow events are not the same and present different problems and conditions. Trust your judgment. The primary goal is to prevent overflows and upsets,retain as many solids as possible in the Aeration Basins,while discharging an EFF that does not exceed our NPDES permit limits *In the event of any spills,overflows or upsets that adversely affect our discharge,Brandon should be notified. See spill response procedure. Attachment B City of Albemarle Long Creek Wastewater Treatment Plant Spill Response Procedure and Standard Operation Instruction Purpose: This procedure outlines steps to be taken in the event of a spill during the pumping of wastewater, and/or the handling of residuals generated through the treatment process. In incidences where residuals are spilled,the city shall work to ensure that all residuals spilled are quickly and effectively handled. All spills should be minimized and cleaned as soon as possible. Equipment: Backhoe, front end loader, skid-steer loader Septic tank vacuum truck, dump truck Straw, line sandbags, dirt Miscellaneous equipment—i.e. shovels, rakes, etc. Safety: Protective glasses, protective clothing, protective gloves, and/or rubber boots should be worn during spill cleanup. Procedure: 1. Halt source of spill: In the event of a spill, the individual discovering the spill should take every action that he/she can safely do to halt the source of that spill. This may involve turning off a pump, closing a valve or any other action that may reduce the amount of material spilled and contain it as much as possible. 2. Call:The individual discovering the spill should call his/her supervisor(ORC) and report the nature of the spill and request additional help needed to halt and contain the spill. 3. Contain the spill: Form some type of barrier to contain the spill to the smallest of areas. Straw, line sandbags and/or dirt can be used. 4. Spill clean up: Front-end loaders, backhoes, skid-steer leaders, vacuum equipment, dump trucks or any other suitable equipment should be used to remove as much of the spilled material as possible. Straw and sand may be used to soak up the remaining material if possible. This material will then be used removed and disposed of in an appropriate manner. Once the area has been cleaned,the spill area should be covered with lime. Any equipment used to clean the spill area should be cleaned and put away. 5. Reporting: The ORC, Chief Operator, Superintendent, or the highest ranking employee shall the assess the spill: a. The time the spill started and stopped b. The time the spill was contained c. The clean-up was completed d. The estimated volume of the spill in gallons e. The level of treatment needed f. The estimated volume of the spill that reach surface waters The ORC will make the report concerning the spill to the necessary authorities (i.e. local and state) Deviation from this procedure must by documented and reported. City of Albemarle Long Creek WWTP Valve & Gate Operation & Maintenance Standard Operating Procedure VALVE EXERCISING & MAINTENANCE City of Albemarle Long Creek Wastewater Treatment Plant NPDES # NC0024244 Overview: The City of Albemarle Long Creek Wastewater Treatment Plant was constructed in several stages. The stages started in the 1930s with an upgrade in the 1960s, 1970s, 2010, and 2015. Due to the age of some areas of the plant, some valves and gates are currently "stuck" and are considered inoperable. Other smaller, nonessential, and inexpensive valves and gates are exercised more frequently during the normal operation of the Wastewater Treatment Plant OBJECTIVE: The objective of this valve & gate O&M plan is to: • Ensure proper operation of gates and valves • Identify potential issues before they arise • Reduce cost to consumers by extending the respective life of each valve and gate • Reduce environmental impact PROCEDURES: Valve/gate exercising is a procedure that verifies condition of valves, proper operation, and initiates replacement as necessary. The documentation of the proper exercise is equally important. The valves/gates included in this exercise program will be implemented and documented 2x/year. • Locate valve/gate • Make note of existing position of valve/gate • Visually inspect each valve gate. Document any potential issues. • Exercise full operating range • Return valve/gate to normal operating position. • Document each exercise. This documentation will be maintained for a minimum of 5 years. • Greases/lubricants will be added as needed or by manufacturer specifications. 3- y " Written &Approved by.4 ,.� �P' Standard Operating Procedure City of Albemarle Long Creek WWTP Pumps Standard Operating Procedure (SOP) City of Albemarle Long Creek Wastewater Treatment Plant NPDES#NC0024244 Miscellaneous Pumps Overview: The City of Albemarle Long Creek Wastewater Treatment Plant was constructed in several stages. The first plant was constructed in the 1930s, upgraded in the 1960s, 1970s, 2010, and 2015. This facility has numerous types of pumps consisting of: open flight screw pumps, centrifugal pumps, and progressive cavity pumps. These pumps are used for a variety of applications from: sewage pumping, chemical feed, RAS, WAS, and solids handling. Each type and application has its own preventive maintenance requirements. Some of these requirements range from weekly lubrication checks, belt tensions etc. to yearly gearbox oil changes. All maintenance and preventive maintenance performed on pumps shall be logged and kept on file for a minimum of 5 years. OBJECTIVE: • Ensure pump reliability • Evaluate performance • Ensure safe operation • Identify potential issues before problems arise. • Reduce cost to customers by extending useful life of all pumps • Reduce environmental impact • Comply with NPDES permit COST BENEFIT: • Create a manageable Capital Improvement Plan • Potentially reduce operating cost • Avoid bypasses/spills • Eliminate potential safety concerns Standard Operating Procedure City of Albemarle Long Creek WWTP Pumps SAFETY CONSIDERATIONS: An effective Pump Maintenance Program can help to prevent damage to property, environment, and injury to the public and employees by: - Eliminating potential damage to the City's investment in the Wastewater Treatment Plant - Facilitating emergency response actions - Facilitating operations and maintenance personnel safety Each specific instance may have its own safety concerns. Appropriate precautions should be taken every time. Some of the precautions to be taken shall be but not limited to: • Personal Protective Equipment requirements • Lockout/Tagout • Confined Space Entry • Traffic control PROCEDURE: • O&M manuals are kept for each pump. • Pump maintenance and preventive maintenance is assigned by the Plants Division Maintenance Supervisor. • Operation staff is to be notified of work to take place consisting of but not limited to: 1) Pump/equipment to be worked on 2) Nature of work to be performed 3) Estimated time equipment is to be out of service (if necessary) 4) Assist operations staff in developing plan for auxiliary pumping (if necessary) • Work is performed. • Maintenance staff reports to Plants Division Maintenance Supervisor when work has been completed or to be placed back into service. • Plants Division Maintenance Supervisor reports to operations staff the operating condition/status when job is completed. 2 Standard Operating Procedure City of Albemarle Long Creek WWTP Pumps CLOSING: When necessary, it is the responsibility of the Plant Supervisor/ORC to report to the appropriate regulatory agency when a pump is taken out of service or no longer in use. 3~ /4 Written and approved by: 3
