The existing double barrels are installed this way (see attached photos). We discussed the elevation of the culverts on our side and the engineering team felt that one culvert would fill in over time leaving primary/base flow to the other culvert. Installation would include burial for aquatic life passage. I discussed the culvert elevation and installations with David Brown and Zan around the first of February prior to submitting the modification. Both agreed to leave design decisions regarding the installation and elevations up to the engineering team. And, David agreed that one culvert would fill in over time.
