The purpose of this letter is to provide you with the requested additional information about the project in order to facilitate DWQ's review of the PCN application submitted to you on August 8, 2002. Five maps are included with this letter. As shown on the previously submitted "Wetlands Impact Analysis" map, the project is separated into asingle-family home section and a townhome section. Separate construction drawings were produced for each of these sections, hence, two plan sheets labeled "C-4" are included with this letter. Included maps are identified as: C-22: Autumn Park Subdivision -Wetlands Impact Analysis (this is the same plan that is included with the PCN Application) EX-1: Autumn Park PUD -Wetlands, Stream &Neuse Buffer Delineation C-3: Autumn Park Subdivision -Utility Plan C-4: Autumn Park Subdivision -Storm Drainage & Erosion Control Plan C-4: Autumn Park: Phase 3: Townhomes - Grading, Drainage & Erosion Control Plan The plan titled "EX-l :Autumn Park PUD -Wetlands, Stream &Neuse Buffer Delineation" shows all wetlands, streams, ponds &Neuse Buffers present on the property at a scale of 1"=100'. This map shows the exact same features as indicated on the plan titled "C-22: Autumn Park Subdivision -Wetlands Impact Analysis". The Wake County Soils Map indicates a stream connecting the pond near the middle of the property to the pond on the southern border of the property. This feature was investigated by Spaulding & Norris and found to be non-existent. Subsequently, a field concurrence meeting was held with Ms. Deborah Edwards of the DWQ Raleigh Regional Office. During this meeting, Ms. Edwards agreed that this mapped feature was in fact non-existent and ruled Phone: (919) 854-7990 ~ Fax: (919) 854-7925 ~ 972 Trinity Road ~ Raleigh, North Carolina 27607 that this area and the pond near the center of the property was not subject to the Neuse River Basin Buffer Rules. A copy of Ms. Edwards' letter to this effect is attached for your reference. The off-site subject feature behind lots 46 & 47 was delineated by Spaulding & Norris, but was not visited during the on-site concurrence meeting with Ms. Edwards. Clearly, Spaulding & Norris does not contend this feature's existence or subjectivity to the Neuse River Basin Buffer Rules. All Neuse Buffers on this property are accurately indicated on the "Wetlands, Stream &Neuse Buffer Delineation" map. The stormwater plan for the property is shown on the attached plan sheets titled "C-4: Autumn Park Subdivision -Storm Drainage & Erosion Control Plan" and "C-4: Autumn Park: Phase 3: Townhomes -Grading, Drainage & Erosion Control Plan". Locations of all proposed level spreaders are indicated on the included plans. Diffuse flow will be established at the exit point of all critical stormwater collection systems through the use of level spreaders as indicated. Your letter implies that a sewer easement is proposed behind lots 46 & 47, creating an unnecessary disturbance in Zone 1 of the Neuse Buffer in that location. I believe that the 20-foot Semi-Opaque Landscape Buffer that surrounds this portion of the property was misinterpreted as a sanitary sewer easement. The Town of Holly Springs has required this landscape buffer in this area, further assuring the maintenance of the Neuse Buffer behind lots 46 & 47. A copy of plan "C-3: Autumn Park Subdivision -Utility Plan" is included with this letter to more clearly indicate how these lots are to be served and to lend further assurance that no sanitary sewer easement is planned behind these lots. No disturbance is proposed for Zone 1 of the Neuse Buffer in this location. However, as stated in the PCN Application cover letter, some grading & revegetation, within Zone 2 only, is proposed on lots 46 & 47. Approval from DWQ is required to disturb these areas. Please provide seven copies of the following information and refer to the DWQ# listed above in your reply. In particular as described in 15A NCAC 2B .0502, we will require you to locate all streams and ponds on the property. Please show these on maps of suitable scale (for instance 1" = 100 feet) so we can begin to determine your projects' compliance with 15A NCAC 2H .0500. ~1. The stormwater plan must show diffuse flow through the buffers. 2. Lots 46 & 47 show impacts in Zone 1 with sewer easement encroachment. Please provide information as to why these can't be avoided or redesigned to avoid these impacts. Please telephone me at 919-733-1786 if you have any questions or would require copies of our rules or procedural materials. This project will remain on hold as incomplete in accordance with 15A NCAC 2H .0505(c). The processing time for this application will begin when this information is received. Feature A and the pond are not subject. This letter only addresses the applicability of the Neuse Buffer Rules.
