Project Narrative Project Summary The project will consist of installing approximately 7,245 linear feet of 24 -inch diameter pipe for a new sanitary sewer outfall with service connections consisting of 231 linear feet of 8 -inch diameter pipe and 126 linear feet of 18 -inch diameter pipe. 45 new epoxy lined manholes will be installed. New pipe and manhole installations will allow unrestricted flow and elimination of SSO's from failing infrastructure. Rational Repeated sanitary sewer overflows occur due to pipe that is unable to handle existing flows due to failing pipe and failing brick and mortar manholes. SSO's have resulted in various spills into streams and near public streets. These streams lead into High Rock Lake, a major regional recreational lake and part of the Yadkin River. This project will help reduce the nutrient loadings and fecal coliform levels in High Rock Lake and the Yadkin River. Project Description The project will consist of replacing approximately 7,500 linear feet of outfall pipe ranging from 10 -inch to 18 -inch diameter pipe. The replacement will consist of approximately 7,245 linear feet of 24 -inch diameter pipe for the new sanitary sewer outfall with service connections consisting of 231 linear feet of 8 -inch diameter pipe and 126 linear feet of 18 -inch diameter pipe. 45 new epoxy lined manholes will be installed. The replacement outfall will parallel an existing maintained sewerline across upland developed areas. The project's service area is primarily mixed uses, with residential and less dense commercial developments occurring along thoroughfares. The new outfall crosses one perennial stream (North Hamby Creek) four times on multiple properties. Each creek crossing of the new outfall will be perpendicular to the flow of the creek and will installed by the bore and jack methodas to have no impact on the creek. New pipe and manhole installations will allow unrestricted flow and elimination of SSO's from failing infrastructure. Downstream Treatment and Flow Acceptance 100 percent of the wastewater flow will be discharged to the Hamby Creek Wastewater Treatment Plant (NPDES# 00024112). The plant is a 6.0 MGD capacity grade 4 wastewater treatment facility. Describe the existing conditions of the site and the general land use in the vicinity of the project at the time of this application: The project will parallel an existing, maintained sewerline easement across upland areas. The majority of the proposed replacement sewerline will be installed through the center of the City of Thomasville's developed downtown business area. The project's service area is primarily mixed uses, with less dense commercial and residential developments occurring along thoroughfares. Figure 2 shows land use along the project alignment. Figure 3 shows the soils along the proejct alignment. B.3b. List the total estimated acreage of all existing wetlands on the orooertv: Based on aerial photography from the U.S. Fish and Wildlife Service National Wetlands Inventory, no wetlands were found. The relative incision of North Hamby Creek in this area suggests that water tables are maintained below root zones. Figure 4 shows the locations of any wetlands in/around the project area. B.3c. List the total estimated linear feet of all existing streams (intermittent and Derennial) on the property: The project will cross one perennial stream (North Hamby Creek) four times on multiple properties. Each will be crossed perpendicular to its flow by the project alignment with an estimated length of 20 feet at each crossing. All four crossings will have no impact as they will be installed by the bore and jack method. Figure 5 shows the stream crossing locations along the project alignment. $.3d. Describe the purpose of the proposed prosect; The City of Thomasville's Wastewater Collection System needs to continually convey and contain wastewater generated in the service area to the treatment facility. Failure to convey and contain the wastewater in the collection system will result in sanitary sewer overflows (SSOs) that could endanger public health and have a major detrimental impact on the natural environment. In order to provide continuous service without SSOs, all components in the collection system must operate without failure or when failure is unavoidable, redundancy or containment must be provided in order to ensure that SSOs do not occur. The existing North Hamby Creek Outfall is subject to failure due to accelerated hydrogen sulfide decay. The outfall requires replacement in order to fulfill the primary need to contain and convey wastewater and eliminate SSOs. B.3e. Describe the overall project in detail, including the type of equipment to be used: The project will install new sanitary sewer lines parallel and adjacent to an existing outfall. Although the new line will parallel the existing maintained easement, moderate clearing will be required where the line traverses through less dense commercial and residential developments. Moderate clearing will be required to accommodate the new line in locations where new construction easements are proposed. A new trench will be excavated to the designed depth and new lines installed. The trench will be backfilled with native topsoil sidecast during excavation. The bore and jack method will be used in locations where the new line crosses North Hamby Creek as well as road crossings. Excess material will be transported off-site and disposed of in upland areas, protected from erosion and run-off. Backhoes and front end loaders will perform the majority of the construction. Support and maintenance vehicles will also be used. Erosion control measures will include sediment fence, gravel check dams, inlet and outlet protection, temporary construction entrances, temporary diversion ditches, silt fence stone outlets, type "B" temporary wet weather ditch crossings, and bore and jack erosion control measures. The devices will be designed to accommodate the 25 year storm. Design drawings will be prepared and submitted to the North Carolina Department of Environmental Quality, North Carolina Department of Transportation, and the City of Thomasville for approvals prior to any construction beginning. No. The existing outfall is over 100 years old and has been in service since prior to regulation over stream and wetland resources. D.1a. All stream crossings of the new outfall will installed by the bore and jack method and will be accomplished as near to perpendicular as possible. Most of the new outfall will be installed upslope of the existing easement. In areas where the new outfall does not parallel an existing easement a new 20 -feet easement has been proposed and has been designed to minimize as much environmental impact as possible. Temporary clearing for construction will be minimal as construction equipment will utilize the existing easement where applicable and in areas where additional easement is required, a 10 -feet temporary construction easement will be utilized. D.1b Specifically describe measures taken to avoid or minimize _the _proposed _impacts through construction techniques. Pre -construction contours will be restored and disturbed areas promptly returned to pre - construction conditions through repaving, revegetating or replacing with new gravel. Sediment fencing will be installed on the down slope edge of the right-of-way prior to construction and maintained until vegetation is reestablished. Contractors will be instructed to schedule line installation across wet weather ditches during dry weather. Rip -rap installed at wet weather ditch crossings to stabilize the channel after construction will be limited to the bed and banks impacted only and depressed into the bed so that the original contours are retained. Imperviousness of the project once complete will be less than one percent as the finished line will be buried. Hamby Creek WWTP is a 6.0 MGD capacity grade 4 wastewater treatment facility using the 5 - stage Bardenpho process with post aeration to achieve biological nutrient reduction of both phosphorus and nitrogen. Headworks equipment consists of an automated solids removal bar screen and a grit removal system. Secondary treatment consists of two parallel trains of treatment, each consisting of an anaerobic zone, an anoxic zone, an oxidation ditch, and second anoxic zone, and reaeration. Removal of activated sludge is accomplished in two circular secondary clarifiers equipped for removal of solids for return to the process of wasting to a digestion system. Effluent from the two circular clarifiers is filtered through 10 micron disk filters and then receives disinfection via a UV system prior to post aeration and discharge into Hamby Creek. A proprietary solids reduction process is also in place via a side stream to reduce the amount of solids that must be removed. Waste activated sludge is belt pressed and landfilled or anaerobically digested to standards for class B sludge as defined by EPA in CFR Part 503 then applied to farm land as a beneficial reuse. No known occurrences of threatened or endangered species exist anywhere within the project area. There is no designated critical habitat in Davidson County. Schweinitz's Sunflower (endangered) is listed as a current record in Davidson County, but does not have suitable habitat along project alignments. Bog Turtle (threatened by similarity of appearance to northern bog turtles) is listed as probable in Davidson County but also does not have suitable habitat along project alignments. Northern Long -Eared Bat (threatened) is as a current record in Davidson County, but does not have a suitable habitat along project alignments. Bald Eagle (protected under the bald and golden eagle protected act) is a current record in Davidson County but does not have suitable habitat along project alignments. Figure 6 lists the Endangered Species and Designated Critical Habitat in/around the project area. F.7b. What data sources did you use to determine whether your site would impact historic or archeological resources? The North Carolina State Historic Preservation Office HPOWEB Gis Service (http:lZgis.ncdcr.gov/hpowebl) was used to determine locations where the new outfall would cross into historic sites. One site was found along the path of the new outfall which is identified as the Randolph Street Historic District (DV0842). However, the location of the proposed project will not cross the properties where the historic buildings are located. Figure 7 shows the location of historical sites along the project alignment. F.8b. If yes, explain how project meets FEMA requirements: The City of Thomasville's floodplain administrator will review the plans and issue a floodplain permit. This project will require either a No -Rise Certification or a FEMA -approved Conditional Letter of Map Revision (and Subsequent Letter of Map Revision) because of construction within the regulatory floodway (Section F.1. of the City of Thomasville's Flood Damage Prevention Ordinance). Manholes within the floodplain will be sealed and vented to above the regulatory flood elevation. All new sanitary sewer lines will be buried. F.8c.
