Any modification to the referenced plat, such as roadway changes submitted for approval, shall require reapproval from the Harnett County Development Review Board and full compliance with the minimum design standards for subdivision submitted to Harnett County for approval. During review of the referenced plat, two key design issues that were raised for concern were street length and recreation fees. In accordance with the Harnett County Subdivision Regulations no street cul-de-sac or dead end street shall extend over 2000 feet. By removing the loop roadway system the referenced subdivision failed to meet the minimum requirement for street length and possibly other street requirements. Additionally all subdivisions shall be required to set aside funds to the county whereby the county may acquire public recreation and park land to serve the reference development. The fund requires the developer to pay the fee prior to final plat approval in the amount of $500.00 per lot. This fee would be applicable to the referenced subdivision if the project is resubmitted for preliminary plat approval. This letter addresses only the issue of streets and recreational fees and is not intended for the purpose of a full review of the above reference subdivision.
