The DWQ has determined that your application will require additional information. Please provide the following information so that we may continue to review your project and prevent denial of your application as required by 15A NCAC 2H .0506: Additional Information Requested Diffuse Flow Provisions: a. Please provide BMP outflow calculations for the 1" and 10-year storms. b. Please provide calculations for the sizing of the energy dissipater for both outlet structures based on the 10-year storm. c. Please include the construction sequence of the BMPs on the plan sheets. d. Wetland 1: In the sizing of the required surface area, a temporary pool (Dplancs) depth of 12 inches was used with temporary pool elevation set at 246.5 feet used in sizing the orifice. Meanwhile, plan sheet # CV-9 indicates a permanent pool elevation at 245.0 feet, high marsh (shallow land) elevation at 245.5 feet, and temporary pool elevation at 246.0 feet. The result is that there is only 0.5 feet of temporary pool elevation and since the entire treatment volume for the 1" storm should be above the high marsh elevation. Please revise plan sheets and calculations to eliminate these discrepancies. e. Wetland 2: In the sizing of the required surface area, a temporary pool (DPtants) depth of 12 inches was used with temporary pool elevation set at 206.5 feet used in sizing the orifice. Meanwhile, plan sheet # CV-9 indicates a permanent pool elevation at 205.0 feet, high marsh (shallow. land) elevation at 205.5 feet, and temporary pool elevation at 206.0 feet. The result is that there is only 0.5 feet of temporary pool elevation and since the entire treatment volume for the 1" storm should be above the high marsh elevation. Please revise plan sheets and calculations to eliminate these discrepancies. f. Please see section 3.5.2 of the NC DWQ Stormwater Best Management Practices Manual for the driving head used in the computation of the draw down. Stream Impact: a. Your PCN application requests 149.5 linear feet of perennial stream impact. Since this impact is so close to the mitigation threshold of 150 linear feet, field verification was required. On January 14, 2008, a field meeting was conducted with Mr. David Meyer and a stake was placed at the location that is 149.5 linear feet of stream impact. Mr. Meyer stated that he would have the stake surveyed in and would coordinate with the engineers. If the actual stream impact is greater than 150 linear feet, then stream mitigation will be required. If your project utilizes NCEEP for mitigation credits, then an EEP acceptance form must be submitted to this office. Please note that, this does not constitute a thorough review of the Stormwater BMPs provided for the site since that will be reviewed under the Johnston County NSW Stormwater Program. This review is for the Diffuse Flow Provisions required by the DWQ in order to protect buffers of the Neuse River Basin. If there are any changes as result of the stormwater review by Johnston County, the above requested additional information should reflect in your next submittal of all plans and supporting documents to our office. Please respond within five (5) days of the date of this letter by sending two (2) copies of the above information in writing. The Express Review Program is a process that requires all parties to participate in a timely manner. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWQ.
