9. PROJECT DESCRIPTION:
The project site is located at 118 Pointe Drive, adjacent to Pages Creek, Middle Sound, in New Hanover County.
To locate the property from US HWY 17 (Market St.) travel east on Bayshore Drive in the Bayshore Estates
Subdivision for approximately 0.75 mi. Turn left and continue to head northeast onto Bayshore Drive
approximately 1 mi. until you reach Pointe Drive. Turn right onto Pointe Drive until you terminate to the property
of interest. The applicant's highground development includes asingle-family residence, which borders the
confluence of Tibby's Creek and Pages Creek, in Middle Sound. Upland vegetation consists of ornamental
shrubbery, lawn grass and hardwood species such as Oak. The lot is approximately 0.95 acres in size and averages
approximately 12' above mean sea level. The approximately 300 feet of shoreline frontage is stabilized by an
existing wooden bulkhead. Waterward of the existing bulkhead is an area of coastal and §404 Wetlands, averaging
approximately 20 feet in width consisting of Marsh Elder (Iva frutescens), Grounsel-bush (Baccharus halimifolia),
Wax Myrtle (Myrica cerifera L.), Salt Meadow Grass (Spartina patens) and Spike Grass (Distichlis spicata).
Waterward of this area of high marsh, the marsh transitions to low marsh in an area approximately 50' in width,
consisting primarily of Smooth Cordgrass (Spartina alterniflora). Extended in an easterly direction from the
bulkhead towards Pages Creek is an existing private pier, which extends partially over the marsh and open water a
distance of 70' in length. The pier terminates into an existing gazebo, which measures 16' in length by 16' in
width. An access ramp then leads onto a floating dock, measuring 20' in length by 8' in width, which runs parallel
to the shoreline and adjacent edge of channel. There is an existing boatlift, measuring 13' in length by 13' in width
located on the southern side of the floating dock. The existing docking facility currently accommodates two
vessels. The application states that existing water depth at this location of the docking facility range from
approximately -0.6'to -2.6' @ normal low water (NLW).
The New Hanover County Land Use Plan classifies adjacent waters and high ground area of project site as
Conservation. The waters of Pages Creek are classified SA by the Division of Water Quality. They are designated as a
Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CONDITIONALLY CLOSED to
the harvest of shellfish.
PROPOSED PROJECT:
The applicant proposes to install asingle-pole boatlift for a personal watercraft to an existing docking facility. The
boatlift, measuring 8' in length by 6' in width, would be located between the waterward end of the gazebo and the
landward side of the floating dock. The application states the water depth at this location would be approximately
-0.6' to -1.25' @NLW. The proposed boatlift would accommodate an additional vessel to a total of three (3)
vessels at this location.
10. ANTICIPATED IlVIPACTS:
The boatlift would incorporate approximately 48 sq. ft. of Estuarine Waters and Public Trust Area, which would
allow the facility to provide docking space for up to three vessels. The addition to the docking facility would not
exceed waterward of the facility's existing location. Minor increases in turbidity may occur. The application
acknowledges the limited water depth at NLW at the location of the boatlift and states that the structure is primarily
to keep the vessel out of the water from fouling community, and that it would be used at appropriate tides.
