Quality Certification, and Neuse Riparian Buffer Authorization for the
construction of the Greenville Southwest Bypass from south of Old NC 11 to US 264
in Pitt County. TIP No. R-2250
Reference: Section 404/401 Permit Application submitted February 25, 2016
As you are aware, the North Carolina Department of Transportation (NCDOT) proposes to
construct a 123 mile controlled-access freeway facility on new alignment from south of Old NC 11
to US 264 (Stantonsburg Road) in Pitt County. NCDOT submitted a permit application for this
project on February 25, 2016. Since that time, the potential impacts for the project due to borrow
pit construction have been clarified. The purpose of this letter is to revise our permit application
requests to include these borrow pit activities.
As currently proposed, there are no permanent impacts to jurisdictional resources due to borrow
aetivities. Skaggs drainage analyses were used to ensure no impacts to the jurisdictional resources
adjacent to the barrow sites.
There are 6 borrow sites: Jones, Steiner, Edwards, Murphy, Dail, and Moye. Only the Moye site is
anticipated to have any impacts to jurisdietional resources. This site has an existing crossing of an
intermittent channel. At this crossing, the existing 21-foot pipe will be extended to 40 ft.
Widening this crossing will involve impacts to 1,440 sq. ft. in Zone 1 riparian buffers and 760 sq.
ft. in Zone 2. This temporary stream crossing extension will be removed following the borrow
activities and replanted. The original crossing will be left in place.
Proposed permanent impacts to jurisdictional areas total 0.33 acre of permanent wetland impacts
and 2,204 linear feet of permanent stream impacts, and these numbers remain unchanged.
Enclosed you will find a revised Wetland Impact Summary sheet that includes 19 ft of temporary
channel impacts at the Moye property and a revised Buffer Impact Summary sheet listing the
allowable buffer impacts at the this site.
