I'm good with the O&M plan. I agree we should have the Permittee sign the O&M agreement. The permittee can
contract responsibility but not liability. Responsibility can be contracted through whatever agreements they want to
make with the lease.

Mike, would you please review the revised/specific O&M.
Also, are you aware of us accepting an O&M that is signed by a party other than the permittee? My initial reaction is that
we have the Permittee sign it and then whatever agreements they want to make with the lease is up to them. I know that
we've suggested that to other Permittees who hire firms to handle O&M etc.
