Thanks, Rob Ridings From: Montague, Heather W Sent: Monday, March 14, 2016 3:48 PM To: Ridings, Rob <rob.ridings@ncdenr.gov>; Alsmeyer, Eric C SAW <Eric.C.Alsmeyer@usace.army.mil> Cc: Harper, Aaron A <aaharper@ncdot.gov> Subject: Non-reporting NWP 3 and NWP 13 with corresponding WQC No. 3883 and WQC No. 3885 on NC 157 (Guess Road) Person County Rob and Eric- Person County Maintenance has a site in need of pipe replacement on NC 157 (Guess Road) near Hurdle Mills. Road: NC 157 Guess Road County: Person River Basin: Neuse Stream Name: UT to South Flat River oo Lat, Long: 36.26533N, 79.0399W HUC: 03020201 NCDENR-DWQ Index Number, Stream Classification: 27-3-3a, WS-III NSW Existing structure: 2 @ 18” RCP that are 40ft long Note: These structures are undersized for the crossing and leading to scour at the inlet. Proposed structure: 36” RCP is 44ft long Note: Rip rap will be installed underlined with geotextile for long term stability surrounding the new pipe ends and along the stream banks if necessary at the tie in points. Dewatering: This stream is a small perennial stream and water management will be necessary. Sandbags should be installed in the streambed upstream and downstream of the work site for containment and in order to maintain a dry work. The plan is to use sandbags to divert water into the outer pipe until the replacement is complete, then a clean water pump around may be necessary to complete the rip rap armoring and stabilization of disturbed areas. Note: Impervious dike materials used for dewatering will be in place for as long as necessary, but will be removed once site is stabilized. Permanent impacts: 4ft fill in surface water (new pipe longer than existing) ≤ 20ft of rip rap armoring (≤ 10ft on the inlet and ≤ 10ft on the outlet) Temporary impacts: ≤40ft dewatering (20ft above existing inlet and 20ft below existing outlet) 1 Protected species information: no habitat for Dwarf wedgemussel exists at this crossing, neither has any occurrences been recorded at this location. Wetland Information: no wetlands exists within the construction footprint For maintenance sites such as this one, NCDOT Division 5 has a procedure in place to provide our construction crews with print outs of the general conditions along with a letter head cover sheet explaining the intent to operate under a non-reporting permit as long as all applicable conditions are met. Oversight from both the Environmental Staff and REU Field Operations Unit will ensure compliance with the permit conditions are met and that standard BMPs are followed. This work is scheduled for this Spring. Heather W.
