Dear Mr. Robinson: In order to expand Bridgestone Americas Tire Operation's (Bridgestone) manufacturing plant in Wilson, North Carolina, the existing stormwater ponds need to be expanded to accommodate the increased stormwater runoff. Expanding the ponds will impact portions of the buffer surrounding the ponds; thus requiring buffer authorization from NCDWR. Attached is a Pre -Construction Notification for those buffer impacts. We have received verbal confirmation from the US Army Corps of Engineers that all aquatic features on site are not jurisdictional and therefore not subject to Section 401 and 404 of the Clean Water Act. A copy of the written confirmation will be forwarded when received. The project is located in the Tar -Pamlico River Basin and is subject to the State of North Carolina Tar -Pamlico Buffer Rules. Buffer impacts will result from the expansion of the existing stormwater ponds. The main pond will be expanded to the north. The forebay will be expanded to the south. Buffer impacts in the main pond were reduced by constructing an island and retaining the existing buffer vegetation on the island. The pond expansion will impact 26971.1 square feet of Zone 1 and 15,477.3 square feet of Zone 2. Figures 1-4. All buffer impacts were calculated using the Division of Water Resources flag as the upstream limit. The flag was placed on the southern side of the drainage ditch during NCDWR's December 15, 2015 site visit. The perimeter of the pond expansion will be replanted with native vegetation. Zone 1 will be planted with trees and shrubs. Zone 2 will be planted with grasses and will continue to be maintained as the current area. The 30 foot wide Zone 1 planting is wider than the existing wooded buffer. See Table 1 for the proposed Zone 1 planting. The species selected were based on the species currently established around the ponds. Specimens planted will be one gallon containers planted randomly on 20 foot centers.
