PROJECT DESCRIPTION: The project site is located at 512 North Channel Drive in Wrightsville Beach, adjacent to Banks Channel and Greenville Sound, in New Hanover County. To locate the project site from Market Street (US Highway 17) travel east from Military Cut -Off Road approximately 1 mile towards Wrightsville Beach. From the drawbridge, continue after the stop light heading east on Causeway Drive (NC Highway 76 East). Just before crossing the Banks Channel Bridge, turn left onto North Channel Drive. The project site will be located approximately 0.4 miles on the right hand side. The applicant's existing highground structures includes a two story single-family residence, which borders Banks Channel. Upland vegetation consists of ornamental shrubbery and lawn grass. The lot is approximately 0:08 acre in size and averages 6 to 10 ft. above normal high water (NHW). The approximately 37 linear feet of shoreline frontage is stabilized by an existing timber bulkhead located above normal high water (NHW), which was authorized through CAMA General Permit No. 39851-D on 2/16/05. The existing bulkhead is in alignment with the existing bulkheads of the lots to the north and south. Located waterward of the existing bulkhead is a narrow strip of sand approximately 14 feet in width located between the bulkhead and the NHW boundary. Waterward of NHW is an area of coastal wetlands approximately 20 ft. in width, consisting primarily of Smooth Cordgrass (Spartina alternaflora), Sea Lavender (Limonium carolinianum), and Glasswort (Salicornia spp.). i The applicant currently maintain an existing private docking facility within Banks Channel, which extends waterward of the existing bulkhead, consisting of an access pier (4 ft. x 72 ft.), covered platform (12 ft. x 12 ft.), floating dock (6 ft. x 14 ft.) and two (2) boatlifts (12 ft. x 12 ft. and 8 ft. x 6 ft.). The existing docking facility which' appears to accommodate dockage for up to three (3) vessels within water depths ranging from -2 ft. to' -5 ft. @ normal low water (NLW). It should be noted that the existing docking facility currently encroaches into the adjacent 15' Riparian Corridor Setback Area requirement to the south (See Sheets 1 of 3 and Project Narrative). The Town of Wrightsville Beach Land Use Plan classifies adjacent waters and highground area of project site as Conservation. The waters of Banks Channel and Greenville Sound are classified #SB by the Division of Water Resources. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries_ and they are CLOSED to the harvest of shellfish. - 1 , 10. PROPOSED PROJECT: The applicant proposes to replace an existing docking facility within Banks Channel. Once the existing'docking facility is entirely removed a new fixed pier, measuring approximately 72 ft. in length by 5 ft. in width would extend into Banks Channel. The pier would then terminate onto a new covered fixed platform, measuring approximately 14 ft. in length by 14 ft. in width creating an "L -head" configuration towards the south. A small fixed landing platform, measuring approximately 5 ft. in length by 5 ft. in width would be located on the north side of the access pier and covered platform. A new access ramp would then lead onto a new floating dock, measuring approximately 24 ft. in length by 6 ft. in width, which would run perpendicular to the shoreline and channel. Two (2) new boatlifts, one measuring approximately 12 ft. in length by 12 ft. in width would be located on the southern side of the proposed floating dock, and one measuring approximately 6 ft. in length by 8 ft. in width would be located on the eastern end of the proposed covered platform, just landward of the other boatlift. The proposed new docking configuration would essentially mirror the dimensions of the existing docking facility's footprint and would continue to provide docking space for three (3) vessels within existing water depths ranging from approximately -2 ft. to -5 ft. @ NLW (See Sheets 1 through 3 of 3 and Project Narrative) Robert and Anne Stokley Page 3 11. ANTICIPATED IMPACTS: The proposed new docking facility would incorporate approximately 857 sq. ft. of Estuarine Waters and Pubic Trust Area, essentially usurped by the existing docking facility. The proposed access pier would impact approximately 110 sq. ft. of coastal wetlands due to shading. The proposed elevated access pier would impact approximately 50 sq. ft. of highground area located between the existing timber bulkhead and the NHW boundary. The proposed structures would extend approximately 75 ft. into a waterbody, which measures approximately 630 ft. across. This distance would conform to both the 1/4 width rule and the Town's established pier head line. The proposed structure would not encroach into the channel, but would continue to encroach into the adjacent 15' Riparian Corridor Setback Area requirement to the south; however, the applicant has received a waiver from the adjacent riparian property owner to the south for the -encroachment. Minor increases in turbidity should be expected during construction. We are proposing to: 1. Construct anew 5'x72' fixed pier 2. Construct a new 14'x14' (dripline) gazebo 3. Install anew 6'x24' floating dock adjacent to the existing boat lift; existing lift to remain in"place- 4. Install a new single -pile PWC lift attached to the face of the gazebo The proposed new facility will be in almost the exact same footprint as the existing facility; however, we' plan to increase the width of the fixed walkway from 4' to 5' to allow more comfortable walking access to and from the water area, increase the gazebo area from a 12'x12' (dripline) to a 14'x14' (dripline) to accommodate more seating area, and increase the floating dock size from a 6'x14' to a 6'x24' in order to provide a safer and more stable platform for accessing the boat lift . The existing facility is encroaching on the 15' setback shared with 510 N Channel Dr. thus we will be requesting a waiver in order to replace the existing facility. The northern boundary is shared with 6th Avenue, a public right of way part of the Town of Wrightsville Beach municipal area.
