I spoke with Zan earlier today about stormwater at the Asheville Airport. Zan asked if we could show that the site meets
the conditions for overland flow, grassed buffer, swales, etc. Attached is a letter from Mike Randall at DEMLR indicating
that the Asheville Airport Redevelopment Project (what CEC called the Asheville Airport Runway Rehabilitation, Parallel
Taxiway, and Cargo Hold Expansion) was deemed permitted in 2013. The proposed modification does not add any
impervious surface area to the project (the runway safety area will be grass) and the 2013 letter still applies to the
project.

The Division of Energy, Mineral, and Land Resources, received the narrative and the Airfield Re -
Development Project Plan on October 17, 2013. Staff has reviewed the narrative and the Airfield Re -
Development Project Plan and determined that the project, as proposed, complies with the requirement in
Senate Bill 229, Section 6, to provide for overland stormwatcr flow that promotes infiltration and
treatment of stormwater into grassed buffers, shoulders, and grass swales and is deemed permitted
pursuant to the State post construction stormwater requirements.
