The modification would culvert an additional 90 ft of an unnamed tributary (UT) to the French Broad River, stabilize 1,430 ft of the same stream, and 6110.03 acre of wetland. Our comments on this application are offered for your consideration under provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et. seq.) and Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-6674). Please refer to our comments on the original project, attached to this document. We do not object to the expansion of the project, provided that the new 90 ft of stream impacts are mitigated as proposed. However, the proposed culvert is a double barreled culvert. Double culverts set at the same elevation often result in one culvert carrying most or all of the flows over time; this can cause channel instability and problems with aquatic organism passage. We recommend replacing the double culvert with a spanning structure such as a bottomless arch instead. If a culvert must be used, we recommend using a single larger squash pipe capable of carrying base and stormflows, or, less preferred, a double barreled system with one culvert embedded appropriately and the other culvert set at an elevation to capture flood events only. We offer the following recommendations to minimize impacts to the aquatic community: 1. Vigilance must be used in sediment and erosion control during site preparation, construction, and clean up. Any erosion control matting used be free of plastic or nylon mesh, as this type of mesh netting frequently entangles wildlife and is slow to degrade, resulting in a hazard that may last for years. 3. The plan includes Tall Fescue for stabilization. Tall Fescue should be avoided, as it is invasive and has minimal wildlife benefits. 4. An alternative (e.g., bottomless culvert, squash pipe, or least preferred, two culverts with one set at flood elevation) to a double barreled culvert with both barrels set at the same elevation should be used. North Carolina Wildlife Resources Commission (Commission) staff attended the March 9, 2010 site meeting. Comments from the Commission are provided under provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et. seq.) and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d). The French Broad River near the airport supports a cool water fishery comprised of, in part, smallmouth bass and muskellunge. Wetlands in this region are important to a variety of birds and other wildlife. Bog turtles (NC Threatened) and mole and four -toed salamanders (NC Special Concern) have been found in wetlands along the French Broad River within a few miles of the airport. Wetlands and the riparian areas on the property are important for protecting water quality in the French Broad River; but streams here are generally in poor condition due to stormwater run-off from the airport. Therefore, the Commission requests that effective storm water detention and treatment be incorporated with the expansion and any existing developed areas that can be improved as well. We recommend that this and other planned airport expansion projects be permitting collectively instead of in phases as currently being done. This facilitates project evaluation, but, more importantly, ensures that impacts to wetlands and streams for the airport as a whole are avoided and minimized to the extent practical. Losses can be excessive when individual projects are not comprehensively planned. This is particularly trie when development space is limited and all development must be in close proximity, such as with airport expansions. Mitigation for unavoidable impacts should reflect the quality of the impacted streams, but it also should account for effects that the project is currently having on quality. The streams that will be impacted are in poor condition due to historic impacts, like channel straightening of stream 1, but they also have been, and continue to be, degraded by stormwater from the airport itself. For example, the stream at the south end of the airport is highly unstable and eroding due to runoff from the runway and terminal areas. Therefore, we recommend that the project's mitigation be supplemented with stormwater management practices and restoration of stable channel morphology in that area. This effort combined with the proposed credit purchase would provide compensatory that is commensurate with the ongoing and foreseeable impacts of this phase of the greater airport expansion plans.
