The outlet stream channel is steep. From the outlet of the existing 48" to the inlet of existing 8'x8' box culvert the drop is approx. 7.5' (approx. 8% slope). This happens mainly in a series of 2 steep drops, shown in the attached photo. My recommendation is to set our new outlet invert 1' or 2' below the toe of the first drop. This will require some channel excavation but will reduce scour potential at the outlet down to the box culvert. Also recommend armoring some of the channel bed at the outlet with Class II rip rap. We will be impacting this reach of stream regardless and plan to rip rap banks with Class II to west of the box culvert inlet. As far as need/scope of project: The existing storm drain system under South Greensboro Street is significantly undersized. The existing offsite/upstream system, that approaches from the East, is even smaller. This site has been an abandoned lot for a number of years. The undersized system results in overtopping of South Greensboro Street as recent as 2013. The Department has records beginning in the mid 1980's of this issue and has acknowledged improvements are needed. However, until the system upstream and outside of R/W was upsized any improvement within R/W would result in negligible benefit and overtopping of the road would still be anticipated for relative storm events. In 2013 the Hydraulics Unit was again requested to reinvestigate the site. Development of the site was now proposed and improvements to the offsite drainage system was anticipated. Coordinating with the offsite development we are now proposing improvements in R/W. The improvements will extend from just East of South Greensboro Street to the outlet channel just North of the South Greensboro Street and NC 54 westbound ramp. Along with the system improvements we are also proposing rip rap bank stabilization along the outlet channel. Let me know if you need additional info. Also attached sketch of proposed outlet. Currently the azea connects to a severely undersized drainage system and is prone to flooding during high flow events. The project is located at South Greensboro Street in Carrboro adjacent to the on ramp onto NC 54. The proposed work is necessary in order to reduce future maintenance and to increase traffic and public safety.
