Subject: Request for a Nationwide Permit 3 and 401 Water Quality Certification - Culvert
Replacement on US HWY 158 in Northampton County - WBS # 17BP.1.R.74
The North Carolina Deparhnent of Transportation is requesting a Nationwide Pei7nit 3 and 401
Water Quality Certification for the replacement of a culvert structure on US HWY 158,
approxiinately 1.2 miles east of SR 1333 in Northampton County. The culvert structure is located
in Wiccacanee Swamp, which is classified by NCDWR as class "C;NSW" waters. The existing
culvert structure consists of (3) 73" X 55" X 60' CMP's. The culverts will be t•einoved using
NCDOT's guidelines for culvert removal. The proposed (3) 72" X 60' CAP's will be placed in the
existing location as shown in the permit drawings, and will be placed one foot below the surveyed
stream bed elevation. The project will result in no permanent jurisdictional wetland or open water
impacts. The sheet pile installation for the dewatering process may result in minor temporary
disturbance to the vegetated banks. This project will require the closure of US HWY 158 for
several days, and an off-site detour will be utilized. This temporary closure will be coordinated
with the local county officials and conducted during a time period which minimizes the impact to
the traveling public.
Included with this letter are the location map, PCN, and pertnit drawings. If you have questions
please call me at (252) 482-1861.
Sincerely,
Jerry Jennings
