No New expiration date: Nov 30,2029 FACILITY SUMMARY Blanchard Terminal Company,LLC owns and operates the petroleum bulk storage and distribution terminal,Blanchard Terminal. This facility confines stormwater and maintenance wastewater behind bermed areas [dikes]. These dikes are equipped with drain pipes controlled by hand-operated valves, normally closed. This controlled discharge constitutes a point source to the environment. Moreover, because this facility stores fuel hydrocarbons in above-ground storage tanks(ASTs) and appurtenant piping, with surface storage in excess of one(1)million gallons,the facility is specifically excluded from coverage under conventional stormwater regulations. The System consists of: • earthen berms [dikes] surrounding ASTs [secondary-containment area(s)] • gravity drain piping with discharge gate valve and outfall sample point; hand-operated,normally closed Fact Sheet for Permit Renewal Sept 2024-NPDES Permit NCO088960-Page 1 RENEWAL SUMMARY This renewal contains the following changes: • Section A. (4.)has been updated regarding electronic submission of effluent data. Federal regulations require electronic submittal of all discharge monitoring reports(DMRs). • Section A. (2.)regarding flow measurement has been added. • Whole Effluent Toxicity(WET)—testing requirements have been updated in accord with new Permitting Guidance statewide [see Sections A. (1.)and A. (3)]. • Monitoring for Turbidity was removed from Section A. (L).per NC Rule,turbidity monitoring is only required if the receiving stream is listed as impaired for turbidity. • The facility grade has been added to Section A. (L) • Added parameter units to the effluent table in Part I. Section A. (1.). COMPLIANCE HISTORY Blanchard Terminal has had no enforcements on record. The facility has had no violations in the last permit cycle. Most recent inspection(February 2022) showed the facility to be in compliance. WHOLE EFFLUENT TOXICITY(WET)TESTING In accordance with current strategies designating this facility as having an episodic, simple wastestream, Annual Acute WET testing is required in this permit as freshwater Acute [TAE6C] Fathead Minnow (Pimephales promelas),24-hr static,Multiple-concentration test. The Facility has not failed any WET tests in the last permit cycle.
