Stormwater Treatment Narrative Shadow Creek Estates A Stormwater Management Permit (SW8 070551) was issued to Shadowcreek Estates, LLC on October 11, 2007, for the proposed construction of a 44 lot residential subdivision on a 33.06 acre tract located on NCSR 1509 (Queens Creek Road) approximately 2.0 miles south of its intersection with NC 24 in Swansboro Township, Onslow County. On April 21, 2008, a modified permit was issued to increase the number of lots to 54. Due to financial concerns, however, development was put on hold soon thereafter. In September, 2015, the property was sold to new owners (McNeill and Associates, LLC), who now wish to proceed with development. (Please note that the new signing official, L.E. McNeill, was also a member of the originally permitted company, Shadowcreek Estates, LLC - now dissolved.) ,gyp a- 1/60.0 Before proceeding, McNeill and Associates wish to modify the cuyrent permit to allow for ---wider (5') sidewalks. To allow for the additional5t04 sf of BUA required for the wider sidewalks, the proposed BUAoeer lot has been reduced from 4,119 sf to 3,991 sf. (The "leftover" 8 s hasbeen entered as-iuti-liFTWo chang otal BUA is proposed. (Nor were any changes required in swale design or design calculations.) The site has been partially (minimally) developed by the original developers/permittee. Water & sewer facilities have been installed, proposed roads have been cleared and roughly graded, and storm drains have been installed as required under roadways. No BUA has been installed. The current owners, McNeill and Associates, LLC, propose to complete construction of the roadways and drainage facilities. As currently planned, development on individual lots will be by the current owners. However, lots may also be sold and developed by third parties. The total disturbed area for this project is 21.0 ac. The current Erosion & Sedimentation Control Permit (Project ID: ONSLO-2014-065) was issued March 13, 2014. The project is located approximately 0.5 miles from the southerly bank of Queens Creek (SA; HQW). The site contains an appreciable quantity of Sect. 404 wetlands. Per the Coastal Stormwater Rules at the time, 'Wetlands Calculations" were used to determine the project area (32.53 ac) from the total site area (33.06 ac). The project area was used to calculate allowable BUA (25%). The project is proposed as Low Density (25% impervious). The project will incorporate curb and gutter (curb cuts). Vegetated 5:1 swales are proposed to treat runoff from streets. Site topography is fiat to gently sloping (0 — 5°fo) generally toward the southerly boundary of the tract.
