Average Daily Traffic (veh/hr/day): Design/Future: Existing: 1800 General Project Narrative: The replacement of Bridge No. 530168 on SR 1578 (Airport Road) over Briery Creek in Lenior County in Kinston, NC. The proposed 72-foot long by 36-foot wide single -span bridge will replace the existing 22-foot long by 37-foot wide triple barrel box culvert. The proposed grade will vary, approximately 0.2-0.5 feet above existing grade. Bridge No. 530168 is within the Neuse River Basin and shall adhere to the Neuse River Buffer Rules. The proposed bridge will have no direct discharge into Briery Run. Stormwater runoff from the bridge will be collected by two traffic bearing grated inlets on the west side of the roadway where it will be diffused with a rip -rap pad at the outlet of the proposed pipe before discharging into wetlands. The typical fill slope for the project is greater than 3:1. Where the fill slope is steeper than 3:1 (Sta. 12+44 to Sta. 13+51, LT), runoff will be collected by a roadside ditch that will dischsrge into wetlands. The calculated Q10 velocity at the outlet of the roadside ditch is 2.0 fps. The replacement bridge will be a single span cored slab structure constructed on the existing roadway alignment using an offsite detour. The project will include approximately 150 feet of approach roadway improvements north of the new structure and approximately 250 feet south. Airport Road identified as part of the "Kinston Loop" (walkers trail to the airport) in the City of Kinston's Comprehensive Pedestrian Plan. This summary report identifies projects to support Kinston's citywide pedestrian plan. The report does not identify any improvements to Airport Road. Project team will continue coordination with City of Kinston staff and NCDOT Complete Streets staff to identify potential modifications to the bridge typical section to accommodate pedestrian facilities. Public Involvement A Landowner Notification Letter was sent to property holders who will be impacted by the project. To date no comments have been received. No additional engagement is anticipated prior to right of way negotiations. Tribal Coordination Tribal coordination letters were sent to the Catawba and Tuscarora Indian Nations. The Catawba have no immediate concerns with the proposed project. They requested notification if artifacts and/or remains are uncovered during construction. Given the proposal to list PESU as Federally Endangered, NCDOT is initiating a conference programmatic consultation to address impacts to this species. USFWS has not provided an official effective listing date, but it is anticipated to occur in the second half of 2023. Construction activities for this project will not take place until Endangered Species Act compliance is satisfied for PESU. Upon listing, USFWS is expected to provide habitat descriptions and an area of influence/distribution range for PESU. When this information is provided, it will help to inform NCDOT's determinations on habitat that could be impacted by NCDOT actions. N.C. River Basin Buffer Rules Streamside riparian zones within the study area are protected under provisions of the Neuse River Buffer Rules administered by NCDWR.
