Re: 411 Quarter Sprayfield Sampling Results
A.B. Carter, Inc., Permit #WQ0004270
Gastonia, North Carolina
H&H Job No._LBC.030
To Whom It May Concern:
On behalf of A.B. Carter, Inc, (A.B. Carter), enclosed are the results for the November 2024
sampling and analysis conducted at the above -referenced facility. Per an email dated July 12, 2022
from the Non -Discharge Branch Chief, Nathaniel Thornburg, monitoring and reporting for the
facility has been suspended with the exception of nitrate, pH, and water level for monitoring well
ICI-1 due to the decommissioning of the spray field system.
Nitrate was detected in monitoring well MW- 19 below the 2L Standard during the August 2024
monitoring event. In an email dated September 5, 2024, Edward Watson of DEQ indicated that
three consecutive quarterly monitoring events with nitrate detections below the 2L Standard would
qualify the facility for a rescission of the permit. Therefore, a non -routine quarterly monitoring
event was conducted in November 2024, Nitrate was detected slightly above the 2L Standard and
pH was detected below 6.5 Standard Units during the November 2024 event. The pH level is
typical for this site and has been determined to be background for this facility. In accordance with
the permit, the next sampling event will be conducted in February 2025, and future attempts will
be made to obtain three consecutive nitrate sampling results below the 2L Standard.
If you have any questions regarding the enclosed results, please feel free to give me a call at (919)
723-2512 or Mike Jeffords of A.B. Carter at (704) 874-2757,
Sincerely,
Hart & Hickman, PC

4 Are any monitored constituents equal to or above the established standards?
If the answer to question 4 is "NO", skip to section 8.
If the answer to question 4 is "YES" list the affected wells individually with constituent(s) and concentration(s)
exceeding standards in the space provided below:

located; contact the Regional Office.
pH has historically been low and this has been discussed with DEQ — determined to be background
conditions. DEQ has been contacted regarding the detected nitrate concentrations in MW-19. The permit
has been reclassified/declassified due to the decommissioning of the spray field system. Nitrate was below
the 2L Standard during the most recent sampling event and rescission of the permit has been requested.
Is the permittee implementing previously approved actions required by the Division, involving this ---]R—o
groundwater quality problem?
If the answer to question 7 is "YES", describe those actions in the space provided below
iff the answer to question 7
The person completing this portion (GW-59A) of the monitoring report should sign below and submit this
form with G W-59 forms for required wells to the address provided at the top of the current GW-59 form.
