Can you send me the response you submitted to David. I received the PCNs for these projects after that date but I'm still
unclear as to the answers to the questions that he posed.
In addition, has there been any evaluation of the amount of sediment deposited behind these crib walls?

and Water Quality Certification No. 3885
Indian Valley Crib Dam Removal and Granite Mill Crib Dam Removal
Alamance County, North Carolina
Dear Mr. Bailey:
Please find enclosed one revised copy of our design plans for each of the subject projects referred to
above. Also, below I have included your comments and Wildlands' responses from your January 4,
2016 email regarding our original permit application package.
Both Projects:
1) Please further explain how the dam removal areas will be accessed. Will parts of the river be
dewatered? Will temporary roads for construction equipment be constructed in the river? If so, where,
and with what materials? Any temporary impacts must be accounted for in the proposal.
Wildlands response:
For each site, the access will be through the designated haul road as shown on the plans. River access
will be limited to the disposal areas and the crib dams. No portions of the river will be dewatered while
removing the dams. Construction is scheduled for mid -summer when the river levels will be lower than
normal.
No roads will be constructed in the river. While in the river, equipment will be confined to the footprint
of the crib dam walls as much as possible. Any access outside of the crib dams will be limited to a
narrow corridor between the crib dam walls.
2) What will be the finished substrate? Will any stabilization be needed following material removal?
Wildlands response: The finished substrate will consist of native rock material which was used to
backfill the crib dam walls. This material is consistent in size with nearby, native bed material and
should not need any additional stabilization.

3) Will any rock disposed along the river bank reach below the ordinary high water mark? Is this
material needed for bank stabilization? Please explain, and update proposed impacts if necessary.
Wildlands response: We anticipate that all rock material inside of the crib wall dams will be placed in
the voids created with the removal of the crib wall timbers. In the event that there is excess material
generated when removing the crib walls and the backfill between the dams, this material will be
disposed of along channel banks in areas shown on the plans. This steam length was accounted for in
the stream length impacts. Please note that Wildlands does not anticipate a large amount of material if
any to be disposed of in these areas.
4) Please coordinate with the North Carolina State Historic Preservation Officer regarding Section 106
of the National Historic Preservation Act to determine if either dam has any historic significance. Please
contact Renee Gledhill -Early of the NC Department of Cultural Resources at
Environmental. Review@ncdcr.gov, making sure to include pertinent information about the proposed
projects to aid in her determination. Please forward the response to me when received.
Wildlands response: We have contacted the North Carolina State Historic Preservation Office and will
forward their response to you when we receive it.
Indian Valley (SAW -2015-02644):
1) Please provide more information about the proposal to "grade stream channel to direct flow to
powerhouse structure as directed by the engineer." How will this grading affect river flow during low
flow events?
Wildlands response: Upon completion of removal of the crib dam walls, if no water is flowing near the
existing powerhouse, a small, narrow flow path may be constructed to allow a portion of the base flow
to move toward the powerhouse. This path will only alter the flow path of a small portion of the flow
within the main channel.
