Dear Mr. Tuvia:
The Town of Lansing is requesting authorization to construct (ATC) a new wastewater treatment plant
(WWTP)to replace the existing WWTP.In support of this request,we offer the following information and
enclosed items:

Project Description:
The existing WWTP is over 30 years old and is in a floodplain. A new WWTP will be constructed
above the 100-year flood elevation.The new WWTP will include an activated sludge package plant
consisting of dual influent screens,common flow equalization(surge)tank,a common anoxic tank,
dual aeration tanks, dual clarifiers, and common sludge holding tank(SHT). The effluent from the
package plant will be further treated by a cloth drum filter and by ultraviolet disinfection (with a
chlorine tablet backup system). A new influent pump station and new effluent measurement and
sampling will also be included. The new WWTP has been designed to achieve a highly treated
effluent quality in accordance with Section 8.26(a)of S.L.2021-180.However,we understand that
the NPDES effluent limits will not be affected by S.L. 2021-180. The design capacity of the new
WWTP is 0.050 MGD,but at this time we are not requesting to discharge more than 0.015 MGD.

SECTION 1: INSTRUCTIONS AND INFORMATION
A. The Division of Water Resources will accept this application package for review only if all of the items are provided and the
application is complete.Failure to submit all of the required items will result in the application package being returned as incomplete
per 15A NCAC 02T.0105(b).
B. A check or money order must be submitted in the amount of$1000.00 (except minor modifications) dated within 90 days of
application submittal and made payable to North Carolina Department of Environmental Quality(NCDEQ).
C. Plans and specifications must be prepared in accordance with 15 NCAC 02H. 0100, 15A NCAC 02T, North Carolina General
Statute 133-3,North Carolina General Statute 143-215.1,and Division of Water Resources Minimum Design Criteria for NPDES
Wastewater Treatment Facilities.
D. The plans and specifications submitted must represent a completed final design that is ready to advertise for bid.
E. Any content changes made to this Form ATC 10-23 shall result in the application package being returned.
F. The Applicant shall submit ONE ORIGINAL and ONE DIGITAL COPY (CD) of the application, all supporting documentation
and attachments. All information must be submitted bound or in a 3-ring binder, with a Section tab for each Section, except the
Engineering Plans.
G. Check the boxes below to indicate that the information is provided and the requirements are met.
H. If attachments are necessary for clarity or due to space limitations,such attachments are considered part of the application package
and must be numbered to correspond to the item referenced.
I. For any project that requires review under the State Environmental Policy Act(SEPA), an Authorization to Construct cannot be
issued prior to the completion of a State Clearinghouse advertisement period for a FONSI,EIS, etc.unless the project qualifies for
a Determination of Minor Construction Activity or the funding entity specifies that this requirement does not apply.

Facilities are not met by the proposed design,the letter must include an itemized list of the requirements that are not met.

Monitoring results obtained during the previous month(s)shall be summarized for each month and submitted
electronically using eDMR. The eDMR system allows permitted facilities to enter monitoring data and
submit DMRs electronically using the internet. The eDMR system may be accessed at:

2. Electronic Submissions
In accordance with 40 CFR 122.41(1)(9), the permittee must identify the initial recipient at the time of each
electronic submission. The permittee should use the EPA's website resources to identify the initial recipient
for the electronic submission.
Initial recipient of electronic NPDES information from NPDES-regulated facilities means the entity(EPA or
the state authorized by EPA to implement the NPDES program) that is the designated entity for receiving
electronic NPDES data[see 40 CFR 127.2(b)].
EPA plans to establish a website that will also link to the appropriate electronic reporting tool for each type of
electronic submission and for each state. Instructions on how to access and use the appropriate electronic

3. How to Request a Waiver from Electronic Reporting
The permittee may seek a temporary electronic reporting waiver from the Division. To obtain an electronic
reporting waiver, a permittee must first submit an electronic reporting waiver request to the Division.
Requests for temporary electronic reporting waivers must be submitted in writing to the Division for written
approval at least sixty (60) days prior to the date the facility would be required under this permit to begin
submitting monitoring data and reports. The duration of a temporary waiver shall not exceed 5 years and
shall thereupon expire. At such time, monitoring data and reports shall be submitted electronically to the
Division unless the permittee re-applies for and is granted a new temporary electronic reporting waiver by the
Division. Approved electronic reporting waivers are not transferrable. Only permittees with an approved
reporting waiver request may submit monitoring data and reports on paper to the Division for the period that
the approved reporting waiver request is effective.

All eDMRs submitted to the permit issuing authority shall be signed by a person described in Part II, Section
B. (11.)(a)or by a duly authorized representative of that person as described in Part II, Section B. (11.)(b). A
person,and not a position,must be delegated signatory authority for eDMR reporting purposes.
For eDMR submissions, the person signing and submitting the DMR must obtain an eDMR user account and

supervision in accordance with a system designed to assure that quaked personnel properly gather and

The permittee shall retain records of all Discharge Monitoring Reports, including eDMR
submissions. These records or copies shall be maintained for a period of at least 3 years from the

8. How to Request a Waiver from Electronic Reporting
The permittee may seek a temporary electronic reporting waiver from the Division. To obtain an electronic
reporting waiver,a permittee must first submit an electronic reporting waiver request to the Division.
Requests for temporary electronic reporting waivers must be submitted in writing to the Division for written
tobe 'n
approval at least sixty(60)days prior to the date the facility would be required under this permitbegin
submitting monitoring data and reports. The duration of a temporary waiver shall not exceed 5 years and
shall thereupon expire. At such time,monitoring data and reports shall be submitted electronically to the
Division unless the permittee re-applies for and is granted a new temporary electronic reporting waiver by the
Division. Approved electronic reporting waivers are not transferrable_ Only permittees with an approved

I. NARRATIVE
The existing WWTP is over 30 years old and is in a floodplain. A new WWTP will be constructed
above the 100-year flood elevation. The new WWTP will include an activated sludge package
plant consisting of dual influent screens, common flow equalization(surge)tank, a common
anoxic tank, dual aeration tanks, dual clarifiers, and common sludge holding tank(SHT). The
effluent from the package plant will be further treated by a cloth drum filter and by ultraviolet
disinfection(with a chlorine tablet backup system). A new influent pump station and new effluent
measurement and sampling will also be included.
The package plant will have additional treatment techniques or measures for meeting more
stringent effluent limits than the NPDES permit requires. This is due to the funding source(UNC
Collaboratory). The NPDES permit will not be modified. The more stringent limits are voluntary
with regard to regulations,but the manufacturer must demonstrate that the plant can produce the
effluent limits specified. Some degree of freedom will be given to the package plant manufacturer
in the details of the design. The following requirements/explanations are from the purchase
specifications (46 07 53):
The funding for the project requires that the treatment process be "innovative"and that it
produce an effluent water quality that is "highly treated. " To meet the "innovative"requirement,
the process shall feature one or more design elements that achieve a highly treated effluent
without the use of conventional tertiary techniques (e.g., do not use sand or membrane filtration).
Furthermore, due to the Owner's limited capacity to provide extensive operation and maintenance
man-hours, the process must be simple to operate and must use few electrical and mechanical
components. In addition, the process shall not use wearable materials as a significant part of the
pollutant removal system (e.g., do not use membrane bioreactors, microfiltration, or
ultrafiltration), nor shall it depend on chemical additives. Settling tubes in the clarifiers are not
permitted.
The "highly treated"requirement of the packaged wastewater treatment equipment is defined as
effluent that consistently meets the following limits:

Design flow is 50,000 GPD, which is the maximum flow per the NPDES permit.
The following calculations address the basic unit processes only, and only for the pollutants
regulated under the NPDES permit. Nutrient reduction(TN and TP) is to be accomplished by the
package plant and the plant manufacturer will determine the methods and design.Nutrient
reduction calculations are not included herein, since their reduction is not required by the NPDES
permit.
II. DESIGN FLOW, PEAKING FACTORS, & HISTORICAL DATA
The current annual average flow(ADF) is 0.008 MGD,based on the last full year of data(2023). The
past three years of flow data is shown below. Data is taken from eDMR's submitted by the ORC. Data
also includes influent BOD and TSS. No other influent parameters are monitored at the existing WWTP.
The design flow is 0.050 MGD, in keeping with the NPDES permit.
The peaking factors are based on the DEQ Minimum Design Criteria for pumps (2.5) and on the
engineer's judgement for detention time calculations(2.0) and freeboard calculations(3.0), as shown
below.

In addition, rainfall rates versus flow at the WWTP were compared. No significant correlation was
observed. Refer to the graph below.
Influent BOD averages 300 to 361 mg/L, which exceeds normal domestic concentrations. This is due to
an apple cider facility that has attempted but not yet achieved compliance with pretreatment requirements.
The Town has a sewer use ordinance and the cider facility will have to come into compliance with the
ordinance. Therefore, it is not appropriate to design the new WWTP to treat this temporary situation of
high BOD. The plant will be designed to treat domestic-strength wastewater(250 mg/L BOD and 250
mg/L TSS).
25% flow equalization will be provided,to buffer spikes in flow rates and in pollutant concentrations.
