The Division of Energy, Mineral, and Land Resources (DEMLR) received a complete Stormwater Management
Permit Application for the subject project on October 9th, 2024. Staff review of the plans and specifications has
determined that the project,as proposed,will comply with the Stormwater Regulations set forth in Title 15A
NCAC 21-1.1000 - 1062 rules.We are forwarding Permit No.SW4240401, dated November 18th, 2024,for the
construction,operation and maintenance of the built-upon areas (BUA) and vegetated conveyances or areas
associated with the subject project.This permit shall be effective from the date of issuance and shall be subject
to the conditions and limitations as specified therein, and does not supersede any other agency permit that may
be required.
The original signed permit package and approved plans are being mailed to the permittee, Keystone Group, Inc.,

showing the easements for the biocells up to the right of way of Old Hollow Rd. We cannot show easements for the

I looked over the additional information you provided on September 5th, 2024.The package is ready for permit
other than one outstanding issue that remains unresolved:
Previous comment:Please revise the plans to indicate that the maintenance access easements will
surround the entire SCM, including all outlets. This is required per General MDC 8&9.
The maintenance access easements do not encompass the outlets of the SCMs.
Please provide two hard copies and one electronic copy of revised plan sheets.

Please correct the following:
• Please provide a callout listing the height of the retaining wall at the maintenance access, so that
compliance with General MDCs 8&9 may be verified.At the moment, it is unclear if the retaining
wall will prevent access for inspection and maintenance.
• • Please revise the plans to indicate that the maintenance access easements will surround the
entire SCM, including all outlets.This is required per General MDC 8&9.

We received your application for a new post-construction stormwater permit on 2/21/24. At this time, the submission is
not administratively complete and cannot be accepted for review in its current condition. Please provide the following

• 2x hard copies of the Application with the following corrections made (These items are required per
15A NCAC 02H .1042(2)(a) and per Section VI, 1 of the Application):
o Section IV, 10—Please use the information for the first named surface water("West Belews Creek", "C",
&"22-27-29-(1)")for the receiving stream name, classification and index number.
• 1x hard copy of the complete, original signed Supplement-EZ Form (This item is required per Sections V&VI, 3
of the Application).This form can be found on our website at the following address:

gathered within the footprint of the SCM so that the SHWT elevation and soil infiltration rate (at the bottom
elevation of the SCM) can be determined, please refer to Part C-1 of the Manual for more information).This
item is required per Section VI, 9 of the Application and Infiltration MDCs 1 & 2. Please include SHWT as you are
permitting a Bioretention Cell.
• 2x signed &sealed hard copies of a plan sheet showing the following corrected additions:
o Wetland delineation or a note on the plans stating that there are no wetlands located on-site.This item
is required per 15A NCAC 02H .1042(2)(g)(iii) &Section VI, 8m of the Application. Please also list the
name of the individual that made this determination in a note on the plans.
o Landscape plan.This item is required by the MDCs for Infiltration Systems, Bioretention Cells, Wet
Ponds, and Stormwater Wetlands and per 15A NCAC 02H .1051, .1052, .1053, & .1054.
NOTE:This is an administrative completeness review, not a detailed engineering review, there may be other issues that
may be brough up during the engineering review.
If these items are received within the stipulated timeframe, we can accept the project and begin the review process.
Once accepted, reviews under the standard permitting process can take up to 90 calendar days per statute (one of our
two reviewer positions is currently vacant).
