Nutrient Criteria Development Plan
Criteria Implementation Committee Members for Albemarle Sound Pilot Program
1. Susanna Bains
US Environmental Protection Agency, Region 4
CIC Qualification #3
Ms. Bains works in the NPDES permitting section and is responsible for reviewing municipal
permits (among others) with an emphasis on how well the permittee is controlling nutrients.
She has experience working with POTWs and the practices they can implement to reduce
nutrients.
2. Anne Coan

Ms. Coan brings expertise on the social and economic impacts of nutrient strategies on the
agricultural community. She focuses on the relationship between agriculture and water quality,
including NPDES and non-discharge permit issues, animal waste and animal feeding operations,
nutrient trading and management strategies, and evaluating governmental environmental
policies for implementation implications.
3. John Fear

Dr. Fear is deputy director of North Carolina Sea Grant and the Water Resources Research
Institute of the University of North Carolina system. He focuses on developing and executing
research portfolios for the two interinstitutional programs. He works to increasing the links
among the research, extension and communication sections of both organizations. His
educational background includes environmental science, engineering, biology and chemistry.
He is working to increase the communication of scientific research to stakeholders, lawmakers
and environmental resource managers in freshwater and coastal systems.

4. Nathan Hall

Dr Hall's research seeks to understand the top down and bottom-up drivers of phytoplankton
biomass and community composition in lakes, rivers, and estuaries. He is particularly interested
in how natural ecosystem characteristics such as residence time, grazer communities, and
vertical mixing regimes interact with nutrient and light availability to affect bloom dynamics,
phytoplankton community composition, and water quality conditions. Recent studies have
underscored the critical role of interactions between hydrological forcing and nutrient loading in
determining phytoplankton biomass and community structure, including toxic harmful algal
bloom species.
5. Keith Larick

Mr. Larick works with North Carolina Farm Bureau’s Public Policy group, developing
environmental policy for agriculture related issues in North Carolina. Prior to joining the Farm
Bureau, he worked with the North Carolina Department of Environmental Quality and managed
the staff of the Animal Feeding Operations unit of the Aquifer Protection Section, including
statewide oversight of the Unit’s permitting and compliance activities in accordance with
Division, State, and Federal regulations. His educational background includes biological and
agricultural engineering.
6. T.J. Lynch

Mr. Lynch is Hazen's Operations Assistance group lead. His extensive experience includes all
aspects of utility operations and management for several North Carolina municipalities. Prior to
his retirement from the client side of the industry, he secured the National Association of Clean
Water Association's (NACWA) Platinum Award for the City of Raleigh for 20 years. His expertise
ranges from utility management; treatment optimization including biological nutrient removal,
biosolids, and regulatory compliance; and operational training.

7. Andy McDaniel
Stormwater NPDES Permit Program Engineering Supervisor

Mr. McDaniel is a professional engineer with the NCDOT Hydraulics Unit. He has a wide range of
experience in testing and evaluating the performance of stormwater runoff best management
practices (BMPs), including retrofits, and erosion control techniques.
8. Roger von Haefen

Dr. von Haefen is a Professor of Agricultural and Resource Economics at NC State. His research
focuses on environmental economics and policy. Most of his work has developed
methodological tools for the non-market valuation of environmental resources with revealed
preference data. He has applied these tools to measure the benefits associated with nonpoint
source pollution abatement, outdoor recreation and transportation services. His more recent
research focuses on the effects of gasoline prices on fleet fuel economy as well as the demand
for water and biofuels. Dr. von Haefen teaches undergraduate and graduate courses in
environmental and natural resource economics, and graduate courses in applied econometrics.
He is also an Associate Director of the Center for Environmental and Resource Economic Policy,
Lead Organizer for Camp Resources, and Co-Editor-in-Chief of the Journal of Environmental
Economics and Management.
CIC Qualifications
The CIC shall consist of at least four members collectively meeting the following qualifications:
1. A North Carolina licensed professional engineer with expertise in nutrient abatement
technologies and best available technology for wastewater.
2. A North Carolina licensed professional engineer with expertise in nutrient abatement
technologies and best management practices for non-point source runoff.
3. An environmental professional with national/regional experience in linking the scientific
aspects of nutrient controls, including criteria development, TMDLs, permitting and
water quality management planning.
4. An economist with expertise in the economic aspects of water quality protection and
nutrient management.
5. An environmental professional with expertise in agricultural best management practices
for nutrient management.
