(Boggs), please find attached results of stormwater outfall sampling that was conducted on September 16, 2024, for the Monroe Asphalt Plant facility in Monroe, Union County, North Carolina. Water samples were collected from the outfalls SDO-1 through SDO-5 by Boggs personnel on September 16, 2024, in accordance with the SWPPP and sampling requirements of the permit. Water samples were analyzed for total suspended solids (TSS) and non-polar oil &grease. The September 2024 sampling results indicated that there were no oil & grease benchmark exceedances in any of the sampled five outfalls. The concentrations of TSS in SDO-1, SDO-2, SDO-3, and SDO-5 exceeded the permit levels. According to Boggs personnel, this exceedance of permitted levels for TSS was likely due to recent vegetation clearing activities in the immediate vicinity of each pond and respective outfall which may have disturbed soils in each area. The Stormwater Discharge Outfall Monitoring Report is included in Appendix A, the Stormwater Discharge Outfall Qualitative Monitoring Report is included in Appendix B, and a complete laboratory analytical report is included as Appendix C. The next sampling event is scheduled to be conducted between October and December of 2024 during a representative rainfall event.
