General Project Narrative: This project involves the replacement of Bridge No. 100315 over Wise Branch on SR 3437 (Case Cove Road) in Buncombe County, NC with a 2@95"x67" Aluminized CSPA.
(Description of Minimization of Water This bridge replacement and the associated roadway improvements have been designed in a manner that minimizes the increase in impervious surface area. Sills will be

bench constructed upstream of the culvert, allowing the stream to flow through only one barrel under normal flow conditions. Roadway ditches are proposed in the northwest and
southeast quadrants of the project to convey stormwater runoff to Wise Branch. Wise Branch runs parallel to Case Cove Road in the southwest quadrant of the project, and
drainage features will remain unchanged to preserve the integrity of the streambank in this quadrant.

Avoidance and Minimization Efforts: The proposed culvert will be buried 1.0' with sills at the inlet and outlet of the low flow channel to retain bed material. A floodplain bench and 2.0'
(Bridge to Culvert) sills at the inlet and outlet of the high flow barrel of the culvert promote low flow in one barrel only so that existing low flow channel dimensions and
velocities can be maintained as closely as possible. The culvert approximates the existing bed slope and provides a smooth transition from

Low Flow Floodplain Bench Required? Yes A floodplain bench is necessary to provide the low-flow channel geometry necessary to approximate the existing stream as well as
(provide justification) adequately pass high flow events without increasing water surface elevations upstream of the culvert.
Sharp Bends at Inlet/Outlet? Yes The existing stream runs parallel to the roadway upstream of the crossing and must make a sharp bend at the inlet of the culvert.
(describe culvert alignment with stream) The stream exists straight out of the culvert.
Stream Realignment Necessary? (provide No N/A

Bank Stabilization: Class I rip rap has been specified for the banks upstream and downstream of the proposed culvert to provide bank stabilization.
