The site contains undeveloped wooded land and landscaped areas. The site is located in an industrial/commercial area
of Greensboro, NC.

3d. Explain the purpose of the proposed project.
The purpose of the proposed project is to provide industrial, vehicular and pedestrian access from the site and existing
facility, located on adjacent property south of the site. The occupant of the adjacent property south of the site will also be
the occupant of the proposed facility.
3e. Describe the overall project in detail, including the type of equipment to be used.
The overall project consists of development of the site with an office building, parking areas and landscaped areas. The
office building will also be utilized to ship and receive parts and pieces from the proposed facility to the existing facility
located on adjacent property south of the site. Therefore, seperation of industiral and vehicular traffic and the need for
two separate access points to the proposed facility for safety concerns is critical to the proposed project Additionally,
pedestrian and employee vehicular traffic between the existing and proposed facilities will be required as cafeteria and
break areas in the existing facility will be utilized by employees of the proposed facility. In order to provide safe industiral,
vehicular and pedestrian access and interconnection between the proposed and existing facdtnes, an access road/stream
crossing and greenway (walkway)/wetland crossing are necessary. To faciltate development of the site and construction
of the proposed stream crossing, clearing and grading the site is necessary. Graders, haulers, excavators and other
heavy equipment will be used during site construction.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Due to the development of the site and requned occupant interconnectivity between an existing and the proposed facility, a
road/stream crossing and a pedestrian greenway/wetland crossing are necessary for safe industrial, vehicular and pesedtrian
traffic The road crossing has been designed in a location as far up -gradient as possible to the discharge of a pond, without
impacting the pond buffer. Additionally, the road has been designed in an area of the stream that is relatively straight and to
cross the stream as close to perpendicular as possible given topographic constraints. An approximate 10 foot headwall has
been designed at the road crossing location in an additional effort to minimize impacts to the stream and assoicated riparian
buffer. The road crossing location is impacting an intermittent stream that has seasonal flow from an up -gradient pond. The
stream is lower quality and has minimal aquatic habitat.
The proposed greenway was evaluated as an elevated boardwalk to minimize impacts to wetlands located on the site.
However, the occupant/user of the proposed project has safety concerns with an elevated boardwalk due to topographic
gradients within the area. Based on preliminary design information, the board walk would need to be elevated to heights up to
six feet or greater from the ground surface on an approximate 5% slope. Additionally, the construction costs of the elevated
boardwalk compared to a standard concrete walkway as proposed has signficantly higher up front costs (2 to 3 times more)
and long term maintenance costs. Therefore, the occupant determined that an elevated boardwalk was not a viable option for
the proposed project.
There are approximately 0 15 acres of wetlands, 1,400 linear feet of stream channel and a 0.75 acre jurisdictional pond
located on the site. The pond and remaining approximate 1,250 linear feet of stream channel and 0 07 acres of wetlands are
being avioded.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The clearing limits will be staked and temporary erosion control devices will be used to prevent sediment from entering down -
gradient water bodies A temporary coffer dam will be installed up -gradient of the proposed culvert. During construction, water
will be pumped around the construction footprint. Appropriate stream bank protection will be provided in the channel during
construction and all excess excavated material will be immediately removed from the stream bank crossing area. Upon
completion of the culvert installation, the temporary sand bag coffer dams will be removed and flow will be diverted through
the culvert. Following construction, disturbed banks will be restored to similair pre -construction conditions, matted and
seeded/live staked

PEI consulted the NC Natural Heritage Program to determine if federally listed threatened or endangerd species have
been documented on the USGS quadrangle that contains the site The site quadrangle is the Guilford Quadrangle The
bald eagle was identified on the quadrangle that contains the site as a federally protected species by the BGPA. Large
water bodies capable of supporting the bald eagle will not be impacted by the proposed project. Therefore, the proposed
project is not likely to disturb the bald eagle.
