3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
Savannah Creek at the downstream end of the project reach drains about 16 square miles of mixed forest, pasture
commercial and low density residential land uses. The 500 -LF project reach is suffering from bank erosion and mid -
channel sediment deposition. The primary cause of the channel instability appears to be the removal of woody vegetation
from the banks. Land use at the site is residential lawn. A 36 -inch culvert enters the project reach from the left bank and
drains a tributary to Savannah Creek beneath US Highway 441.

The purpose of the project is to stabilize the eroding banks and creek bed, thereby protecting adjacent land, reducing the
amount of fine sediment pollution and protecting downstream aquatic habitats
3e. Describe the overall project in detail, including the type of equipment to be used'
The project will involve sloping banks and creating floodplain benches where appropriate. In -stream constructed riffles,
boulder vanes and bioengineering measures will be installed in the channel in order to direct to flows to the center of the
channel, help prevent the formation of mid -channel bars, and encourage pool formation for habitat enhancement.
Graded banks will be seeded with temporary and permanent (native) seed mixes, covered with coir matting and live
staked with native woody species. Conventional construction equipment will be used, including a track mounted
excavator, dump truck and assorted hand tools. Given the large base flow discharge, a pump -around flow diversion is
not practical. Measures will be taken to limit the amount of construction traffic in the stream, but some in -stream
equipment access will be necessary to construct the measures.

The project represents a long-term benefit to the creek and larger Little Tennessee watershed by stabilizing an eroding banks,
enhancing aqautic habitats, and reducing fine sediment inputs. Construction phase best management practices will help
minimize the short-term impacts, as described in below.

The will begin only after all materials are stockpiled nearby. Equipment access across the creek will be provided by a stone
ford to limit disturbance to banks and bed. Equipment will operate from the top of bank to the extent feasible, but some in -
stream equipment access will be necessary to install the restoration measures. The contract documents will require well-
maintained and functioning equipment and daily checks for leaks An emergency spill plan will also be required

Good morning Andrew. I looked over your project plans. Savannah Creek is a tributary to Tuckasegee River
and the project site is about 7 river miles from the confluence. As you are aware, the federally threatened
Appalachian elktoe occurs in the Tuckasegee River at and downstream of the Savannah Creek confluence. The
Tuckasegee River is designated as critical habitat for Appalachian elktoe. Because the project site is about 7
miles from the Tuckasegee River and with adequate sediment and erosion control measures (including timely
and adequate covering and seeding of disturbed areas, working during periods of low flow, and adequate
riparian buffer restoration) the USFWS believes that the project is "not likely to adversely affect" Appalachian
elktoe or modify designated critical habitat. We also believe the proper determination for all other federally
listed species known to occur in Jackson County is "no effect".
I can get you a formal letter in a few weeks if needed. Just let me know if you have questions.
