Mike and Howard,
A review of the additional information for the subject application you submitted today has been completed in
accordance with 15A NCAC 02T .0107. Please provide the additional or revised information for the following
comments, in order for the office to complete the review:
1. You have requested on behalf of your clients that all the sewer flow for the subject development be included in
permit number WQ0037781 now issued to ONWASA. Division records indicate the most recent modification to
this permit was issued by the Division last year on March 15, 2023 (copy attached) and it added an additional 22
single family residential units and associated flowrate of 5,280 gpd to the previously permitted 76,800 gpd for a
currently permitted total sewer flowrate from the subject development of 82,080 GPD. The developer has
submitted another permit modification request to add 18 single family residences in the development at an
additional flowrate of 5,850 gpd. Therefore, by Division records, if this is approved the total flowrate for the
development would therefore be 87,930 gpd for a total 349 single family residences. The project narrative you
submitted today/ below indicates a significant difference in total sewer flowrate for 349 single family
residences, even after applying a reduced flowrate to previously permitted single family residences, of 116,000
gpd, plus 1,000 gpd from an amenity building. Please provide an explanation for this major difference (28,700
gpd) in sewer flowrate totals from this development. The short answer to your question is due to a difference in
the actual number of bedrooms in the homes within the development versus how the original permitting was
done, where all homes were assumed to be 3-bedrooms. The March 2023 modification was based on the 80
GPD flowrate and assumed (like all previous flow calculations/applications) that all homes were three
bedrooms. As detailed out in the narrative, we were informed by PLURIS in 2023 that they were noticing when
issuing CO's that many of the homes that ended up being constructed were actually 4 and 5-bedrooms. They
were concerned that there might be a significant amount of additional flow going to the pump station and asked
us to revise our pump station calculations to make sure that no upgrades to the pump station were necessary.
Drawdown tests were performed and demonstrated that the pump station was capable of handling the
additional flow. As a result, and as shown in the breakdown of the flow allocations in the narrative, we
retroactively adjusted the flow for all the existing lots. This adjustment worked out to essentially an average of
4 bedrooms per house. We then recalculated all of the homes constructed since the original 278 lots to be 5-
bedrooms, with the next group (31 lots) at 80 GPD and any homes constructed after the issuance of the flow
reduction in January of 2023 (40 lots — the 22 lots in the 3/23 modification plus the current 18 lots) to be based
on the 65 GPD value. We are confident that the flow values shown in the narrative are what should be listed in
the permit. Unfortunately, this makes the flow values in all previous versions of the permit(s) inaccurate. One of
the goals with these permit modifications is to clean all of this up and provide accurate flow values representing
the as -built conditions. Please refer to the narrative for more detail.
2. The ASEA on page 3 of 5, paragraph VII, line #4 requires calculations be submitted to support the emergency
storage volume indicated on the application for the simplex grinder pump stations. The detail in the engineering
plans for the simplex pump station wet well that you referenced in your response below regarding this matter
lists dimensions and notations but no calculations. Please provided the signed and sealed engineering
calculations as required. We have revised the Simplex Pump Station Detail on Sheet 4 of 5 to include the
volume calculation.
A response to the above comments is considered required in order to proceed with the review of the application and
issuance of the permit. If a complete response is not received within 30 days, the application and supporting documents
will be returned to you in accordance with 15A NCAC 02T.0107(e)(2).

In addition to comment #2 below regarding the NCEMC / Developer Operational Agreement, I just noticed that the
original Agreement from back in 2015 references the development project name as Alligator Bay, but apparently is now
named The Preserve at Tidewater. Please clarify and provide and updated signed Operational Agreement, if Alligator Bay
Associates, LLC still plans to create a HOA to permanently operate and maintain the low-pressure sewer system pumps
and pressure laterals.

A review of the application and supporting documents for the subject application has been completed in accordance
with 15A NCAC 02T .0107. Please provide the additional or revised information for the following comments, in order
for the office to complete the review:
1. The proposed project is for the addition of 18 residential simplex pump stations and associated pressure sewer
laterals to The Preserve at Tidewater LPSS. The additional sewer flowrate requested for the subject permit
application modification is zero (0), since the added flow is to be included in an associated modification request
that is pending for permit number WQ0037781, per the narrative letter included in the permit application
package. That modification proposes the addition of 5,850 GPD based on the addition of 18 residential units
(each 5 bedroom) at a reduced sewer design flowrate of 65 GPD per bedroom or 325 GPD per RDU. The design
flow reduction approval letter for use of 65 GPD per bedroom per RDU was issued to Pluris, LLC, January 11,
2023. Please confirm the subject project is located within the service area of the flow reduction letter provided
and be aware that the approval letter may need to be re -issued to ONWASA, in order to be eligible for use for
this project.
2. The permit you are requesting to modify (WQ0029938, modified previously on March 15, 2023) includes an
NCEMC / Developer Operational Agreement, which states the Alligator Bay HOA will be responsible for
operation, maintenance and repair of the simplex pump stations and pressure laterals. However, the transmittal
letter for this project permit modification application package indicates that the developer (Alligator Bay
Associates, LLC) will be responsible for the installation, ownership, operation and maintenance (O&M) of the
proposed 18 simplex pump stations and laterals. Please clarify as to who will be the responsible party for the
O&M of the proposed 18 simplex pump stations and pressure laterals once constructed and also the previously
permitted simplex pump stations and pressure laterals in this development, if that is not the Alligator Bay HOA.
3. The submitted ASEA does not include an approximate length or the size diameter of the proposed 18 pressure
lateral. It appears from the engineering modeling calculations the size is 1.5 -inch. Please provide the size
diameter and estimated length of the 18 pressure laterals proposed.
4. No anti -flotation calculations appear to be submitted for the typical detail of the simplex sewer pump stations in
the supporting information for the permit application as required. Please provide the signed and sealed
calculations.
5. No pump station emergency storage calculations appear to be submitted as required in support of the indication
on the permit application of 400 gallons of storage is available during a power outage. Please provide the signed
and sealed calculations.
6. The two (2) review comments in the e-mail sent 8/30/2024 and 9/4/2024 regarding existing tributary
connections verses the number of connections eligible for the reduced sewer flowrate of 65 GPD per bedroom
and the change of ownership requirement for permits WQ0037781 and WQ0037696 are still pending and
response is needed.
A response to the above comments is considered required in order to proceed with the review of the application and
issuance of the permit. If a complete response is not received within 30 days, the application and supporting documents
will be returned to you in accordance with 15A NCAC 02T.0107(e)(2).
