Sara and others,
I have gone back through the previous submittals and believe I have found the revisions to the application that
were needed, so sorry for missing this, but after the 10/29 emails back and forth it appeared that questions IX.#4.
was still in need of revising, however I found where you had made this correction and submitted. This was my error
for missing this.
I have already drafted up the permit and hope to have it signed this morning and will send to you hopefully before
noon today.
If there are any questions, please let me know.
Thanks,
Scott

Sara,
Just following up on the needed revised page 4 of 5 of the application showing a revision to question IX.#4. This
project is located within a river basin subject to the Neuse River Basin buffer rules.
Please determine if the property might have blue line streams and if the sewer line project area may impact the 50
foot Neuse Riparian Buffers that would be adjacent to those streams before answering the second part of the IX.#4
Let me know if you have any questions.
Thanks,
Scott

Sara,
Again, sorry for any confusion I created when sending my first email. Please disregard items 2 & 3 in my October
18, 2024 email. There is no need to modify pages 4-6 of the Flow Tracking form. This form is fine as originally
submitted.
However, I do need page 4 of 5 of the Fast Track Sewer System Extension Application Form revised under Section
IX. #4.. This is the note that the project is located in a river basin subject to State Buffer Rules. This project's
surface drainage goes to Bear Creek, Index# 27-72-(0.1), Classification C; Sw, NSW which ultimately drains to the
Neuse River.
See the example below of the question that needs attention. Please determine if the property might have blue line
streams and if the sewer line project area may impact the 50 foot Neuse Riparian Buffers that would be adjacent to
those streams before answering the second part of the IX.#4. below.
4. Is the project located in a river basin subject to any State buffer rules? ® Yes Basin name: Neuse R
If yes, does the project comply with setbacks found in the river basin rules per 15A NCAC 02B .0200
➢ This includes Trout Buffered Streams per 15A NCAC 2B.0202
I'm going ahead and drafting up the permit to be issued as soon as this revised page of the application is
submitted.
If there are potential impacts to the Neuse River Buffers, that's fine, just let us know and that can be handled
separately through submittal to our Riparian Buffer Impact Authorization Request program.
If you have any questions, please let me know.
Thanks,
Scott

Josh & Shawn,
My apologies for the previous email requesting additional information for this Fast Track Application regarding item
numbers 2 and 3 below.
Please disregard them and just provide the requesting item #1 below.
I realized too late that the full Flow Tracking Application Form that you submitted came with the "Example" given
on our website that includes a "Kaw Creek" pump station. The thing is, I rarely see pages 3-6 of this form included
with the Flow Tracking Form and when I do, they always remove the example and give the Towns specific
information. I knew something seemed odd when I reviewed a second application including the same Flow
Tracking example printed out and included, and realized my error. Only the second one I've seen in years but they
were back to back.
Sorry for any confusion I may have caused here and once I receive a revised page 4 of 5 of the FTSE Application
noting that the project is within the Neuse River Basin State Buffer Rules and that there are OR are not any
potential Buffer impact concerns I hope to have the Draft Permit finalized early next week and issued out to you.
Let me know if you have any questions.
Thanks,
Scott

Subject: La Grange Perry Tract 2 - FTSE Application Additional Information Request
Importance: High
Josh Lambert,
I left a voicemail but wanted to follow up with a request for additional information on the Fast Track Sewer
Extension Application for the La Grange PerryTract 2 project. Please have this information submitted as soon as
possible but no later than November 18, 2024. If additional time is needed, please just let me know. Please
provide the following information:
1. Under Section IX. 4. This project is located within the Neuse River Basin, which is subject to Stater
Riparian River Basin Rules, specifically to Bear Creek, Index# 27-72-(0.1), classification C; Sw,
NSW. Please revise application as needed and submit copy (email is fine) of this revised page.
Please also state within this submittal if there are any "Blue -line Streams" located on the property
and if any lots, roads, utilities, etc., may come close to impacting these protected 50-foot Riparian
Buffers, especially if any lots might have impacts when needing to build the house, roads, drives,
amenities, etc..
2. The Planning Assessment Addendum Instructions which were submitted as part of the Flow Tracking
worksheet states that CIP fundingfor the Kaw Creek Pump Station upgrade was planned in July
2014 and to have added 0.100 MGD of Firm Capacity by October 2015. Are these dates correct (and
not 2024 / 2025) and if not please revise as needed. If they are correct, provide information as to
why the capacity has not been increased since 2015.
3. Please provide a copy of the Town's current CIP noting all planned improvements to the sewer
system including the Kaw Creek Pump Station.
I have prepared the Draft Permit for this project and will review this information as soon as it's submitted to help
expedite the issuance of the sewer extension permit. If there are any questions, please let me know.
Thanks,
Scott
