We are pleased to submit the following project to you for US Army Corps of Engineers (COE) 404 approval using Nationwide Permits (NWP) 18. We are requesting NWP 18 to impact 904 SF (0.02 Acres) of wetland areas. We are also requesting North Carolina Division of Water Resources (DWR) approval to impact 2,500 SF (0.06 Acres) of Neuse River Riparian Buffers. Jurisdictional Wetland Impact- We are requesting permission to place approximately 15 cubic yards into 904 -square feet of jurisdictional wetland areas. This permanent impact will allow for the retaining wall to be placed contiguously down the western property line. The area will be utilized for parking for the proposed church. Riparian Buffers Impacts- We are requesting permission to impact 2,500 SF (0.06 Acres) of Neuse River Riparian Buffers (NRB) in the southeastern section of the project area. The impacts include 1,500 and 1,000 SF of Zone 1 and 2, respectively. This will allow for the stormwater outlets CS -3 and CS -4 to discharge from the sand filters to the stream channel. The permanent impact to the NRB's will be 25 -feet wide. It will allow for proper discharge attenuation and maintenance access and easement areas. No impact (i.e., stream bank or channel armoring) to the stream is anticipated. Existing Conditions- The existing commercial property is located at 3000 Lufkin Road in Apex, NC. It is '/4 -mile southwest of the intersection of NC -1010 (Ten -Ten Road) and US -1. The property is forested primarily with mixed pine/hardwood in the southern half and along the eastern property line. There is an intermittent tributary to Middle Creek along the eastern property line that starts approximately 1,400 linear feet north of the southeast property corner. There is a small headwater wetland approximately 1,200 linear feet north of the southwest property corner. This linear wetland flows southwest off property and drains into a perennial stream flowing from the western "Hertz Equipment Rental" property culvert.
