Incident # 202402092-On Tuesday, September 10, 2024, at approximately 1:00 PM, the water
infrastructure department became aware of a sanitary sewer overflow at 2812 Lancaster Road NW,
Wilson, NC. The cause of the overflow was grease. Crews were dispatched, and the overflow stopped
within 1 hour. Manholes and sewer lines in the area were flushed and vacuumed using a combo truck.
The area affected was cleaned and storm drains in the area were cleaned using a combo truck as well.
An estimated 500 gallons reached surface waters.
The City of Wilson distributes FOG materials to residents biannually to educate the public on what
should not be introduced into the sewer system. In addition, the water infrastructure also distributed
door hangers in the area of Chase Rd. and Christopher Dr. where grease is an ongoing issue.
In addition to actions taken to stop and clean up the spill, in the past month, the water infrastructure
division has cleaned and CCTV'd over eight thousand feet of sewer main from Chase Rd to Lancaster Rd.
After inspection it has been determined that residential grease was the factor that caused the overflow.
Regular monthly inspections will continue to insure no more overflows occur.
Incident # 202402621— On Friday, September 27, 2024, at approximately 5:00 PM, the water
infrastructure division became aware of a sanitary sewer overflow at 2628 Forest Hills Road SW, Wilson
NC. The cause of the overflow was severe natural conditions. The remnants of Hurricane Helene
resulted in unprecedented amounts of rainfall, which caused the sanitary sewer system to become
overwhelmed. Crews were dispatched, and the overflow stopped at approximately 6:00 PM. Crews
cleaned the area affected and flushed storm drains in the area.
An estimated 600 gallons reached surface waters.
The area where the overflow occurred is scheduled for cleaning and CCTV inspection within the next
month, to ensure there are no structural issues with the infrastructure.
Incident # 202402659- On Monday, September 30, 2024, at approximately 1:00 PM, the water
infrastructure division became aware of a sanitary sewer overflow near 2010 Willow Springs Drive
South. The cause of the overflow was pipe failure near manhole # 2355 on the Contentnea outfall.
Crews were dispatched near the break and began installing a temporary bypass. By 10:00 PM the bypass
was installed, and the overflow slowed. The next day a contractor was mobilized to do a temporary
repair. Also, a bypass contractor mobilized to set up a more permanent bypass so repairs could be
made. The remote location made it difficult to install the bypass, as we had to transport the discharge
pipe down Contentnea Creek, and under a railroad bridge. Also, the contractor had to mobilize off road
dump trucks and large excavators to make repairs. On October 4, 2024, over 1400' of bypass had been
installed, the contactor was working on the temporary repair and the spill stopped at approximately
6:00 AM. Areas affected were cleaned. Topsoil and lime were also added to affected areas.
Approximately 900,000 gallons reached surface waters.
The City's Compliance Team collected fecal and ammonia samples daily along Contentnea Creek. The
results of those samples are included with this letter. The results indicate ammonia levels were below
the detection level of our equipment. Additionally, the fecal coliform levels were inline with the
upstream samples (upstream sample location is CON100U), thus indicating minimal impact on water
quality. The City of Wilson was experiencing high rainfall amounts significantly diluting any impact the
sanitary sewer overflow caused.
As of October 30, 2024, the total cost of bypass pumping has been over $32,061. A temporary repair
was set up at the same time as the bypass operation at a cost of $41,672. A permanent repair of the
sewer line is scheduled for the week October 28, 2024. The permanent repairs have an estimated cost of
$149,210. The City of Wilson resources, including labor and equipment, have cost over $13,000. Thus,
the City of Wilson has committed to spending approximately $235,943 in response to this sanitary sewer
overflow. Attached are supporting documents for the costs incurred.
Additionally, the City of Wilson has begun evaluating options for in -situ lining of the other unlined
portions of the same sanitary sewer outfall. Green Engineering, PLLC has been tasked with presenting
various options to the City of Wilson for rehabilitation of the other potentially high -risk mains.

Here is the pricing for the leg of sewer from the manhole just downstream for the railroad to the next manhole. I priced
it with PS46 and PS115. PS46 is what we are using on Bloomery.
CP&P has 2 manholes we can get right away. But they have ConBlock Antimicrobial. So they are a bit more expensive
than the ones on Bloomery. Also, the pipe is available in Indiana. I could have it here first of next week. We could start
mobilizing tomorrow and start digging Monday or Tuesday.
I haven't included any erosion control and assumed the City would continue to handle the bypass.

To accomplish the Bypass, Sunbelt plans to utilize a total of (2) 8x8x12" Quiet Flow' Diesel Bypass Pumps.
The suction location will have (2) 8x8xl2" Quiet Flow"' Diesel pumps as the primary unit to meet the required peak flow, (1)
8x8x 12" Quiet FloivTM Diesel pumps as backup to provide 100% system redundancy. Each pump will have independent 12" HDPE
DR17 Suction Pipe placed in the Suction Inlet structure. The standby pump will be operated by auto start operated by a liquid
level transducer. Each pump will utilize independent 12" HDPE DR26 Discharge Pipe and will be connected by a 12" HDPE
Manifold. At each connection of the manifold, a gate valve will be placed to allow independent Isolation of each of the pumps, in
case of unforeseen circumstances the pump can be removed while under bypass and another set In its place. From the
manifold, 12" HDPE DR26 Discharge Pipe will travel approximately 250' -1400' LF along the path shown in the drawing
into the SSMH #2.
