The North Carolina Department of Transportation is scheduled to replace Bridge #427 with a new
bridge at the same location. I have included the Attachments G& L with a project description and
a set of the project plans. A stormwater management plan is also attached. Please review this
project for compliance by yom� Division.

Project Description - The project consists of replacing Bridge #427 over Rose Creek on SR
2704 (Poley Road) and improving roadway approaches. The existing 52' L X 23 ` triple span,
timber deck on timber joists with timber caps and piles at end and interior bents, timber bulkhead
bridge is sn-ucturally deficient and will be replaced with a new 65' L X 27' W, single span, cored
slab bridge at the same location. An off-site detour will be utilized during construction. There is a
smatl wetland located within tl�e project area, however the majority is outside the NCDOT Right-
of-way (ROW). The small piece located within the ROW will not be impacted. There are also
three (3) additional tributaries to Rose Creek within the project area, however, only one of those

tributaries is buffered (feature SC). This project proposes only 35 linear feet of permanent stream
impacts to feature SB (UT to Rose Creek) for embankment protection (i.e. rip rap will not be
within the thalweg of the channel). There are no deck drains proposed on this bridge. The
project drainage system consists of two drop inlets at the east approaches and pipe outfalls that
drain to existing roadside ditches. There are no utility relocations proposed with this bridge
replacement. Proposed Riparian Buffer impacts include 2,804 square feet in Zone 1 and 919
square feet in Zone 2 to accommodate the bridge. There is no habitat for, nor recorded species of,
the Cape Fear Shiner or Small Whorled Pogonia within the project boundaries. The Bald Eagle is
protected in every county in North Carolina under the Bald and Gold Eagle Protection Act;
however, no suitable feeding/water source is located within one mile of the project study area to
support Bald Eagle habitat. Also, Mr. Gary Jordan (USFWS) recently released the Programmatic
Conference Opinion (PCO) far the recently listed Northern Long Eared Bat (NLEB). This
opinion, states in part, that "... it is the Service's conference opinion that NCDOT activities in
eastern North Carolina (Divisions I-8), as pr�oposed, are not likely to jeopardize the continued
existence of the NLEB. "
