Bridge No. 427 was built in 1957. There may be minor ditch-line impacts. An off-site detour is to be used during construction. The proposed project measures approximately 650 feet (0.123 mile) long by a proposed ROW width of 100 feet. Based on these measurements, the Area of Potential Effects (APE) measures approximately 65,000 square feet or about 1.49 acres, inclusive of the existing roadway and structure. SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of Ti^ansportation (NCDOT) Archaeology Group reviewed the subject project and deterrnined: � There are no National Register listed ARCHAEOLOGICAL SITES within the project's area of potential effects. ❑ No subsurface archaeological investigations were required for this project. ❑ Subsurface investigations did not reveal the presence of any archaeological resources. � Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. � All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project. � There are no National Register Eligible or Listed ARCHAEOLOGICAL SITES present or affected by this project. (Attach any notes or documents as needec� RECOMMENDATION An archaeological investigation of Bridge No. 427 on SR 2704 (Poley Road) over Rose Creek in Guilford County was conducted in September 2013, by New South Associates, Inc. (NewSouth). Shawn Patch, Principal Investigator for NewSouth, prepared the following summary (see below). During the course of the survey, one (1) archaeological site (31GF482**) was identified within the current project's APE; however, Site 31GF482** is recommended as not eligible for listing in the National Register of Historic Places (NRHP) per Criteria A through D. No further archaeological investigations are required for this bridge replacement project. I concur with this recommendation since the proposed bridge replacement "NO NATIONAL REGISTER ELIGBLE OR LISTED ARCHAEOLOGICAL SITES PRESENT OR AFFECTED form for Miaor Transporkation Projects as Qualified in the 2007 Programmatic Agreement. 1 of 4 Project Tracking No.: 13-07-0021 will not impact significant archaeological resources. A finding of "no historic properties" is considered appropriate in association with this bridge replacement project. Should the description of this project or design plans change prior to construction, then additional consultation regarding archaeology will be required. SUPPORT DOCUMENTATION See attached: � Map(s) ❑ Previous Survey Info � Photos Signed: NCDOT GIST SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: ❑Correspondence September 24, 2013 Date "The project's Area of Potential Effects (APE) along Bridge No. 427 on SR 270 4(Poley Road) over Rose Creek in Guilford County was subjected to an intensive archaeological survey (Figure 1). In Septeinber 2013, New Souih Associates, Inc., completed shovel testing within the project APE at 30- meter intervals to survey for potential archaeological resources. The purpose of the fieldwork was to investigate the possibility of unknown archaeological resources that might be impacted by the proposed undertaking. The APE for this study measured approximately 650 feet (0.123 mile) long by 100 feet wide and it measures 65,000 square feet or 1.49 acres in size. The APE is characterized by gently sloping uplands, drained by Rose Creek (Figure 1). Soils within the APE consist of Chewacla sandy loam (Ch), with small segments of Appling sandy loam, 2-6% slopes (ApB) and Appling sandy loam, 6-10% slopes (ApC) (USDA Soil Survey 2013). A map review and site files search was conducted by Mr. Paul Mohler of the North Carolina Department of Transportation (NCDOT) Archaeologist, at the Office of State Archaeology, on August 1, 2013. This search found that a comprehensive archaeological survey has never been conducted at this location and no archaeological sites have been recorded within a one-half (1/2) mile radius of the proposed project. Mohler also reviewed digital copies of HPO's maps (Browns Summii Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) on Monday, August 19, 2013. There are no known historic resources located in the vicinity of the APE that may have intact archaeological resources. A review of historic highway, topographic, and soil maps found indications of a house and an outbuilding on the north side of the road. Based on the house's architectural style, it likely dates to the late-nineteenth or early-twentieth centuries. This house and outbuilding are outside of the APE, but related archaeological materials could be located within the APE. The intensive archaeological survey excavated a total of 10 shovel tests at 30-meter intervals (98.43 feet) along two transects, one located on either side of the existing road within the APE (Figure 3). Two shovel tests could not be excavated due to the presence of a drainage full of water east of the bridge on the north and south sides of Poley Road. All shovel tests measured at least 30-centimeters (12 inches) in diameter and were excavated to at least 10 centimeters (4 inches) into sterile subsoil. All excavated soils and sediments were screened ihrough mesh screen (0.64 centimeter, 0.25 inch) and all shovel tests were backfilled. A visual inspection of the surface was also done in conjunction with subsurface testing. A typical soil profile on the west side of the bridge was 0 to 15 centimeters of brown (7.SYR5/4) loam "NO NATIONAL REGISTER ELIGLBLE OR LISTED ARCHAEOLOGICAL SITES PRESENT OR AFFECTED form for Miaor Transporkation Projects as Qualified in the 2007 Programmatic Agreement. 2 of 4 Project Track��ng No.: 13-07-0021 (Stratum I) and 15 to 25 centimeters of light brown (7.SYR6/4) sandy clay subsoil. On the east side of the bridge a typical profile consisted of reddish brown (SYR4/4) silty clay subsoil at the surface. No archaeological remains were identified in the shovel tests, but on the west side of Rose Creek a historic archaeological site was identified during surface survey. Site 31GF482**, consists of a scatter of building debris, including corrugated tin roofing, utility poles, and milled lumber from a collapsed outbuilding (Figure 3 and Photo 2). Much of the lumber contains 20`" Century wire nails. The collapsed outbuilding is located across the road (to the south) from the late 19`" Century house identified in the historic map research and is likely a related outbuilding. No evidence of this outbuilding was found on any historic map. No artifacts were collected from the collapsed structural remains. Site 31GF482** is typical of many historic sites in the Piedmont. It has no potential to provide further important information beyond that which has already been documented. Its physical condition is extremely poor. New South recommends that 31GF482** is not eligible for listing in the NRHP under any of the four criteria. No further work is recommended far this site. Based on the shovel testing results, no further archaeological investigations are required for the proposed replacement of Bridge No.427 in Guilford County. SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW Descrintion of review nctivities, results, an�l conclusions: HPOWeb reviewed on 20 August 2013 and yielded no NR, SL, LD, DE, or SS properties in the Area of Potential Effects (APE). Guilford County current GIS mapping, aerial photography, and tax information indicated an APE of woodland and cultivated fields (viewed 20 August 2013). Surveyed site GF 1484 — Log House is located approximately 1000 feet east of the existing bridge, outside the APE and well beyond likely project impact. Constructed in 1960, Bridge No. 427 is a 52-foot-long, three-span, timber, stringer/multi-beam bridge and is not eligible for the National Register according to the NCDOT Historic Bridge Survey as it is not historically, architecturally, or technologically significant. Google Maps ��Street View" confirmed the absence of critical historic structures and landscapes in the APE (viewed 20 August 2013). No architectural survey is required for the project as currently defined. Comprehensive historic architectural survey of Guilford County (1995-6) and county GIS/tax materials and other visuals illustrate the absence of significant architectural resources. No National Register-listed or -eligible properties are located within the APE. Should any design elements of the project change, including improvements along the off-site detour route, please notify NCDOT Historic Architecture as additional review may be necessary.
