The North Carolina Department of Transportation is scheduled to replace Bridge #73 with a new

Project Description — The project consists of replacing Bridge #73 over Cane Creek on SR 1115
(Bradshaw Quarry Road) and improving roadway approaches. The existing 36' long X 26' wide,
timber deck with timber joists, timber caps, posts and piles at end and interior bents and concrete
encased timber bulkheads, dual span bridge is structurally deficient and will be replaced with a
new, single span 60' L X 33' W, cored slab, single span bridge at the same location. An off-site
detour will be utilized during construction. The project involves no wetland impacts (there are no
wetlands within the project boundaries), 91 linear feet of perrnanent stream nnpacts (associated

with bank stabilization), 221ineaz feet of temporary stream impact (associated with the existing,
interior abutment removal) and 7,376 square feet of Jordan Lake Riparian buffer impact (4,611
sq. ft. Zone 1 and 2,765 sq. ft. Zone 2) and are listed as "allowable" per the Jordan Lake Riparian
Buffer Rules Table of Uses. There are no deck drains on the bridge; instead, stormwater runoff
will be captured a proposed drop inlet and discharged onto a riprap pad located within Zone 2 and
outlet at non-erosive velocities (please note that the location of the outlet is in the most practical
location; moving it outside of the buffer zone would place it in the sag of the roadway which
could potentially ]ead to clogging thereby putting the traveling public at risk). There is also a UT
to Cane Creek located in the southwest project quadrant, but no impacts to this UT or its
associated buffers are anticipated. All other stormwater is discharged into pre-existing ditches at
non-erosive velocities. Biologists from the Biological Surveys Group reviewed the proposed
project for the Cape Fear Shiner (Notorpis mekistocholas) and determined that the reservoir
(Cane Creek Reservoir), which is south of the project location, isolates the project from any
existing Shiner populations. Dwarf Wedgemussel (Alasmidonta heterodon) potentially exists
within Orange County, but only for the portion that is within the Neuse River Basin. As this
project is within the Cape Fear Basin, and the mussel has never been rewrded in this basin, the
mussel does not exist within the project vicinity and therefore issued a"no effecP' determination
(see attached email from Neil Medlin). Habitat surveys for the Red Cockaded Woodpecker,
Michaux's Sumac and Smooth Coneflower determined that there is no habitat for any of the
named species, nor any specimens present, within the project area. The Bald Eagle is protected in
every county in North Carolina under the Bald and Gold Eagle Protection Act; however, no
suitable feeding/water source is located within one mile of the project study area to support Bald
Eagle habitat. Also, Mr. Gary Jordan (LJSFWS) recently released the Programmatic Conference
Opinion (PCO) for the recently listed Northem Long Eared Bat (NLEB). This opinion, states in
part, that "... it is the Servlce's conference opinion that NCDOT aciivities in eastern North
Carolina (Divisions 1-8), as proposed, are not likely to jeopardize the continued existence of the
NLEB. "

General Project Narrative: Replacement of Bridge No. 670073 on SR 1115 (Bradshaw Quarry Road) over Cane Creek in Orange County south of Efland, NC. Proposed 60' long by 33' wide single-span
(Description of Minimization of Water bridge to replace existing 36' long by 26' wide double-span bridge (timber deck on timber joists). The proposed grade is about 2.5 inches above existing grade in the vicinity of
Quality Impacts) the bridge. Bridge No. 670073 is within the Cape Fear River Drainage Basin and shall adhere to the Jordan Lake Riparian Buffer Rules. Stormwater runoff on the existing
bridge discharges directly into the water for the full length of the bridge. The proposed bridge will have no direct discharge into the water. No deck drains will be installed.
Stormwater runoff from the proposed bridge is to flow to a proposed drop inlet located at the east approach. Stormwater runoff will be discharged at minimum practicable slopes,
yielding minimum velocities. Discharge from the pipe outlet (Q10=0.4 cfs) will be attenuated on a riprap pad within Buffer Zone 2. It was necessary to place outlet at that
location to avoid placing inlet in the sag due to likelihood of clogging and to ultimately maintain safe passage of the traveling public. All proposed stormwater runoff is
discharged as far away from the stream and at lowest velocities as practicable. In the north quadrant within BZ1, an existing joint use overhead power pole will be removed and
relocated with a guy in the same quadrant. There is an Unnamed Tributary to Cane Creek in the west quadrant that is buffered (shown on 1977 soils map), but no buffer
impacts are anticpated due to the proposed project.

Historic Places (N1ZHP) according to the IIistoric Bridge Inventory. Orange County GIS mapping and
property records revealed one property over the age of fifty years old within the project APE, a ca. 1960
brick ranch }touse. According to Google Street View imagery, this properry did iiot appear potentially

Project Description:
The project calls fo� the Neplacement of Bridge No. 73 on SR 111 S(Bradshaw Quarry Road) over Cane
Creek in Orange County. The archaeological Area of Potential Effects (APE) for the project is defined as
a 600-foot (182.88 rv�) long corridor running 300.feet (91.44 m) southeast and 300 feet northwest along
Bradshaw Quarry Road from eithe� end of Bridge No. 73. The corridor is approximately 150, feet
(45.72 m) wide extending 75.feet (22.86 m) on either side of the road from its present center.
SUMMARY OF ARCHAEOLOGICAL FINDINGS
The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed
the subject project and determined:
� There are no National Register listed ARCHAEOLOGICAL SITES within the project's
area of potential effects.

Brief description of review activities, results of review, and conclusions:
Bridge No. 73 is located northwest of Chapel Hill, southwest of Hillsborough, and southeast of Mebane in
the southwest portion of Orange County, North Carolina. The project area is plotted at the northern edge
of the White Cross USGS 7.5' topographic quadrangle (Figure 1).
A map review and site file search was conducted at the Office of State Archaeology (OSA) on September
5, 2014. No previously recorded archaeological sites have been identified within or adjacent to the APE,
but one site (31 OR197) was recorded within a mile of bridge. According to the North Carolina State
Historic Preservation Office online data base (HPOWEB 2014), there are no known historic architectural
resources within the APE that may yield intact archaeological deposits. Topographic maps, USDA soil
survey maps, aerial photographs (NC One Map), historic maps (North Carolina maps website), and
Google Street View application were examined for information on environmental and cultural variables
that may have contributed to prehistoric or historic settlement within the project limits and to assess the
level of ground disturbance. An archaeological reconnaissance and field survey was carried out on
October 21, 2014, to further assist in evaluating the project area.
Bridge No. 73 and Bradshaw Quarry Road cross Cane Creek from the northwest to the southeast. Cane
Creek drains to the south into the Haw River. These waterways are part of the Cape Fear drainage basin.
The APE resides along a narrow floodplain with gentle side slopes and terraces at either the end (Figure
2). A minor seasonal drainage is also present to the southwest. The area is primarily forested with
partially cleared residential properties to the east and secondary growth to the northeast (Figures 3-5).
Ground disturbance is minimal with cut slope along the roadside and soil erosion on the slopes and
terraces.
According to the USDA soil survey map, the APE encompasses three soil types (see Figure 2). The
floodplain is made up of Congaree fine sandy loam (Cp). This series is nearly level and well drained.
The side slopes are composed of Tatum silt loam (TaD), which is also well drained but with 8 to 15
percent slope. Lastly, the terraces consist of Georgeville silt loam (GeC). This series is well drained too
with a slope of 6 to 10 percent. All three series have the potential of yielding significant and intact
archaeological sites if soil erosion and impacts from the road cut are minimal.
A review of the site files shows few archaeological investigations in the vicinity with only one site
(31 OR197) recorded. This site was identified by the University of North Carolina at Chapel Hill in 1978
during an archaeological survey for the Cane Creek Reservoir. The site yielded prehistoric lithic material,
which could not be dated to any particular period. It is situated on a ridge composed of the Georgeville
silt loam, and its eligibiliry for the National Register is unassessed. It is possible additional investigations
in the region will yield other prehistoric sites in a similar setting.
Lastly, a historic map review was conducted. Identifying the bridge location on 19th century maps of
Orange County proved difficult. It seems likely that the former Oaks Road ran through the area and
crossed Canes Creek near the current bridge. The road and the crossing appear on Tate and Moore's Map
of Orange County (circa 1940) that depicts the regions during 1891 (Figure 6). Due to the map's style, it
is not clear if the road was north or south of the current Bradshaw Quarry Road. The project area is much
easier to identify on early 20th century maps. The circa 1910 U.S. Post Office maps clearly shows a
modern lay-out of Bradshaw Quarry road with a crossing over Canes Creek at or very near the current site
(Figure 7). The nearest structure is to the northwest well outside of the APE. Subsequent maps provide
no additional information. It is not expected archaeological deposits associated with former structures
will be encountered within the APE, but it could not be ruled out.
The archaeological field investigations at Bridge No. 73 consist of 12 shovel test placements (STPs)
within the APE (see Figure 2). When possible three STPs each were placed in the four quadrants at 30-m

intervals. However, STPs in the northeast quadrant were placed at various judgmental distances due to
disturbances from drainage ditches and push piles. Surface visibility was poor except at the southeastern
end of the APE. A surface inspection was carried out in this area, but no artifacts were present. Soils
west of Cane Creek typically consist of three stratigraphic layers. The top layer is a 10 cm (ca. 4 in) thick
darlc brown (7.SYR 3/2) loam. It is followed by a strong brown (7.SYR 4/6) silt loam that extends
approximately 20 to 40 cm (ca. 8 to 16 in) below the surface. Subsoil is a reddish brown (7.SYR 6/8)
clay loam. Only one soil layer is identified in the floodplain east of the creek. This is a dark yellowish
brown (lOYR 4/4) sandy loam that extends at least 35 cm (ca. 14 in) below the surface. Excavations were
halted in these shovel tests due to a rock layer below the first strata. STPs along the eastern terrace also
yield one soil layer followed by large rocks. This soil is a yellowish brown (lOYR 5/4) silt loam with a
very heavy gravel concentration approximately 15 to 20 cm (ca. 6 to 8 in) thicic. No cultural material was
identified in any of the STPs.
The archaeological investigations for the proposed replacement of Bridge No. 73 in Orange County
suggest no significant archaeological sites are within the project limits. The subsurface investigations and
a surface inspection failed to identify cultural material. The historic map review suggested that no
significant historic feature would be present, which was confirmed by the �eld investigation. As long as
impacts to the subsurface occur within the defined APE, no further archaeological worlc is required for
Bridge No. 73 in Orange County. Should the design or permit requirements change, further
archaeological consultation might be necessary.
