The North Carolina Department of Trausportation is scl�eduled to replace Bridge #271 with a new
bridge at the same location. I have included the Attachments G& L with a project description and
a set of the project plans. A starmwater management plan is also attached. Please review U�is

Project Description — The project consists of replacing Bridge #271 over Notth Prong Stinking
Quarter Creek on SR 3343 (Coble Church Road) and improving roadway approaches. The
existing 53' L X 26` triple span, timber deck on timber joists with timber caps and piles at end
and interior bents, timber bulkhead bridge is structurally deficient and will be replaced with a new
70' L X 30' W, single span, cored slab bridge at the same location. An off-site detour will be
utilized during construction. There are two small wetlands located witl�in the project area (WA
and W; there is a minor amount of excavation (to remove the existing abutmenUinterior bent)

proposed to the linear wetland located closest to the bridge and a minor amount of wetland fill
(for the roadway fill associated with the bridge approaches) proposed to the wetland to the east of
the bridge. This project proposes only 13 linear feet of permanent stream impacts for streambank
stabilization (i.e. rip rap will not be within the thalweg of the channel). There are no deck drains
proposed on this bridge. The project drainage system consists of two drop inlets at the east
approaches and one drop inlet at the west approach. Discharges from these pipe outlets will be
attenuated on riprap pads located outside the riparian buffer v�eas and will flow away from the
buffer due to existing topography. There are no utility relocations proposed with this bridge
replacement. Proposed Riparian Buffer impacts include 2,467 square feet in Zone 1 and 986
square feet in Zone 2 to accommodate the bridge. Please note that there is also 14 square feet of
weUand accounted for within the Zone 1 riparian buffer total (<0.01 acres). There is no habitat
for, nor recorded species of, the Small Whorled Pogonia within tl�e project boundaries. The Bald
Eagle is protected in every counTy in North Carolina under the Bald and Gold Eagle Protection
Act; however, no suitable feeding/water source is located within one mile of the project study
area to support Bald Eagle habitat. Also, Mr. Gary Jordan (USFWS) recenUy released the
Programmatic Conference Opinion (PCO) for the recently listed Nortl�ern Long Eared Bat
(NLEB). This opinion, sYates in part, that "... it rs the Service's conference opinion that NCDOT
activities in easterrr North Carolina (Divisions 1-8), as proposed, are not Zikely to jeopardize the
continued existence of the NLEB. "
